Job summary

The City of Hayward is seeking a Supervising Building Inspector to oversee the Building Division’s inspection section and provide technical guidance to staff. The role will supervise and coordinate inspection activities, establish work priorities, and support staff development.

The ideal candidate has extensive knowledge of California building codes, strong supervisory experience, and the ability to lead teams, address complex technical issues, and communicate effectively with contractors,

Qualifications

• Five years of building, electrical, plumbing, or mechanical inspection experience.
• Two years in lead or direct supervision.
• Equivalent to completion of the 12th grade.
• Valid California Driver’s License at appointment.
• Two or more ICC certifications in building, electrical, plumbing, and mechanical.

THE POSITION: The City of Hayward is excited to announce its recruitment for the Supervising Building Inspector! This position will supervise and coordinate the Building Division’s inspection section and provide technical assistance and guidance to staff. Under general supervision of the City Building Official, this position coordinates inspection and code enforcement activities, establishes work priorities, assists with complex field issues, and ensures consistent application of applicable codes and regulations.

The Supervising Building Inspector plays a key role in staff development, training, and performance management, including evaluating employee performance, participating in staff selection, and addressing performance deficiencies when necessary. The position may serve as Acting City Building Official in the absence of the incumbent and contributes to the effective delivery of building inspection and code enforcement services to the community.

The ideal candidate is an experienced building inspection professional with strong knowledge of applicable California building codes and regulations and demonstrated supervisory experience. They will be an effective leader who can coordinate workloads, establish priorities, provide technical guidance, and promote consistent inspection and code enforcement practices. The ideal candidate will demonstrate sound judgment, strong communication and interpersonal skills, and the ability to effectively address complex technical issues and resolve concerns with employees, contractors, property owners, design professionals, and the public.

What you will do:

• Coordinates and supervises inspection functions and activities to ensure compliance with structural, electrical, plumbing, heating, ventilation, refrigeration and mechanical codes, laws and ordinances.
• Serves as a field supervisor to inspect work in progress and upon completion to assure that inspections are conducted in a uniform manner.
• Assists in assigning inspection districts to technical staff to ensure equitable distribution of work loads.
• Establishes priorities and time-frames for inspection and code enforcement activities.
• Develops training programs, guidelines and checklists for all inspectors in order to ensure a constant level of technical competency in plumbing, mechanical, electrical and building code enforcement.
• Provides assistance in the resolution of difficult field inspection problems and disagreements with contractors and homeowners.
• Prepares performance appraisals of assigned personnel.
• Interprets codes for the general public, contractors, architects and engineers.
• Prepares reports and conducts studies of varying complexity on a variety of field inspection programs and activities.
• Conducts field inspections as needed.
• Performs related duties as required.

Core Competencies

Knowledge of:

• California Building, Plumbing, Mechanical and Electrical codes, ordinances and laws.

Ability to:

• Interpret and apply applicable laws and ordinances.
• Supervise and train technical personnel.
• Coordinate and monitor code enforcement activities and functions.
• Develop training programs and guidelines in all specialty areas of code enforcement.
• Communicate clearly and concisely both orally and in writing.
• Deal effectively and tactfully with employees, the general public, architects, engineers and contractors.
• Perform the physical aspects of field inspections.

Job Related and Essential Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years’ experience in building, electrical, plumbing or mechanical inspection including two (2) years performing lead or direct supervision.
• Education: Equivalent to completion of the twelfth (12th) grade.
• License: Possession of a valid California Driver’s License at time of appointment. Completion of supervisory skills training coursework within the probationary period. Possession of two or more ICC (International Code Conference) combination certifications in the following areas are required: building, electrical, plumbing, and mechanical or equivalent. Examples of equivalent certifications would be, but not limited to, comparable ICBO (International Conference of Building Officials) certifications or IAPMO (International Association of Plumbing and Mechanical Officials).

The required certifications and license noted above shall be maintained throughout employment.
