ROLE: Treatment Plant Superintendent

The Treatment Plant Superintendent is the on-site leader responsible for building water and wastewater treatment plants, pump stations, and related process facilities, with a strong background in structural concrete and mechanical systems. This individual directs self-perform crews and subcontractors and is fully accountable for safety, schedule performance, production, quality control, and building the project in strict accordance with plans, specifications, and local codes.

When conflicts or revisions to the plans come up, the Superintendent works with the project team, including the Project Manager, Engineer, and Owner, to resolve them before any work deviates from the approved plans. This role requires a proactive leader who can build in and around operating facilities, maintains high standards of safety and workmanship, and takes ownership of delivering successful projects.

Essential Duties and Responsibilities:
Field Leadership & Coordination:
  • Lead all on-site construction activities and daily field operations, and walk the project daily to monitor progress and plan upcoming work.
  • Supervise and direct self-perform union craft crews and foremen, including carpenters, laborers, operators, and pipefitters.
  • Plan daily and weekly work, assign crews and equipment, and track production against the budgeted labor hours and quantities.
  • Coordinate and manage subcontractors, suppliers, surveyors, and testing agencies.
  • Lead preconstruction meetings with each subcontractor, daily crew huddles, and weekly subcontractor coordination meetings.
  • Provide direction and resolve problems among crews, subcontractors, and vendors.
Structural & Mechanical Construction:
  • Oversee cast-in-place concrete construction for basins, tanks, clarifiers, wet wells, and process buildings, including formwork, reinforcing, embeds, waterstop, and pour sequencing.
  • Oversee process mechanical installation, including setting pumps, blowers, and process equipment, and installing process piping, valves, and gates.
  • Coordinate structural, mechanical, electrical, and instrumentation work so trades and systems come together in the right sequence.
  • Plan and coordinate tie-ins, shutdowns, and bypass pumping with plant operations staff to keep existing facilities running during construction.
  • Coordinate leakage testing of liquid-containing structures, pressure testing of piping, and equipment testing, startup, and commissioning.
Scheduling & Documentation:
  • Develop and maintain three-week look-ahead schedules, and provide field input to the project CPM schedule managed by the Project Manager.
  • Schedule self-perform work, subcontractors, and vendors within the critical path to ensure timely completion.
  • Order and schedule material and equipment deliveries.
  • Maintain daily jobsite logs documenting progress, manpower, equipment, weather, and delays.
  • Review and approve crew time cards and track labor hours by cost code.
  • Gather material submittals, maintain records of approvals at the jobsite, and keep as-built markups current.
  • Communicate with the project team regarding RFIs, field changes, and material submittals, and write routine reports and correspondence.
Quality Control:
  • Establish and enforce jobsite quality control programs to ensure quality completion of construction.
  • Perform quality control inspections, including pre-pour inspections, and coordinate with special inspectors.
  • Identify deficient work and provide resolution, and issue notices of non-compliance to subcontractors regarding quality of work or scheduling.
  • Identify punch list items throughout the job and manage their completion through closeout.
Safety & Compliance:
  • Enforce Prospect Construction, Inc.’s Safety and Health policies and lead weekly safety meetings.
  • Oversee high-hazard work, including confined space entry, crane lifts, excavation and shoring, and work in and around operating plants.
  • Ensure subcontractors comply with their contracted scope of work and with safety, health, and environmental quality standards.
  • Coordinate required inspections with local jurisdictions, and assist in obtaining permits and approval of revisions.
