Job summary

Jjwws is seeking a seasoned Project Manager for federal construction programs in the Houston area. Responsibilities include directing subcontractors, managing budgets, schedules and compliance with DoD and other federal regulations.

The role requires extensive experience with US Corps of Engineers, healthcare facilities, and complex contracts. Travel up to 20% is anticipated with opportunities for professional growth.

Qualifications

  • Associate’s degree in a related field is required.
  • 5+ years of relevant experience.
  • 4+ years of supervisory experience.
  • Experience with US Corps of Engineers, government contracting, and general construction.
  • Experience in healthcare facilities.

Responsibilities

  • Read and interpret construction drawings to direct subcontractors for execution of work.
  • Manage construction and project administration functions, addressing actions and problems related to projects, reporting fund status, reviewing billing procedures, and processing contractual requirement submittals.
  • Assist with project design plan review to achieve contractual objectives and provide direction to subcontractors, support staff, trades, and crafts.
  • Monitor requirements for progress payments, quantity options, government-furnished property, and administer specific phases of complex contracts.
  • Assist in developing agendas for pre- and post-job conferences.
  • Prepare worksheets for cost accounting by analyzing blueprints, plans, and related customer documents, and consult with engineering staff and other technical personnel as needed.
  • Support the Project Manager with budgets for assigned projects.
  • Maintain knowledge of government regulations and corporate trends; monitor project compliance with the Service Contract Act, Davis-Bacon Act, and other federal regulations.
  • Schedule work to meet overall project completion timelines based on the project plan; communicate with customers regarding any deviations from the schedule.
  • Perform other duties as assigned.

Primary Job Functions
  • Perform remedial tasks using basic computer software such as scheduling, updating reports, and email.
  • Read and interpret construction drawings to direct subcontractors for execution of work.
  • Handle challenging construction and project management tasks, including planning, directing, and budgeting for assigned projects.
  • Manage construction and project administration functions, addressing actions and problems related to projects, reporting fund status, reviewing billing procedures, and processing contractual requirement submittals.
  • Assist with project design plan review to achieve contractual objectives and provide direction to subcontractors, support staff, trades, and crafts.

  • Perform desktop publishing and assist in creating visual presentations for the section.
  • Prepare worksheets for cost accounting by analyzing blueprints, plans, and related customer documents, and consult with engineering staff and other technical personnel as needed.
  • Support the Project Manager with budgets for assigned projects.
  • Maintain knowledge of government regulations and commercial trends; monitor project compliance with the Service Contract Act, Davis‑Bacon Act, and other federal regulations.
  • Maintain customer relations through face‑to‑face and digital communication; a professional appearance is desirable.
  • Schedule work to meet overall project completion timelines based on the project plan; communicate with customers regarding any deviations from the schedule.
  • Perform other duties as assigned.
Education, Experience, and Certification

Education

Associate’s degree in a related field

Experience

  • 5+ years of relevant experience
  • 4+ years of supervisory experience
  • Experience with US Corps of Engineers, government contracting, and general construction
  • Experience in healthcare facilities

Certification

  • ASHE HCC certification
  • Must pass Corps of Engineers CQM class for contractors
Knowledge, Skills, and Abilities
  • Advanced management and employee/customer relations skills.
  • Advanced verbal and written communication skills.
  • Knowledge of Microsoft Office suite (Word, Excel, Access, PowerPoint, Project).
  • Experience with P6 (Oracle) preferred.
  • Experience with ProCore preferred.
  • High level of attention to detail.
  • Ability to work in a fast‑paced environment while attending to multiple tasks and demands.
  • Financial management skills for a task order budget and associated parts; ability to ensure subcontractors meet contractual responsibilities within budget.
Travel Requirements

Up to 20% travel from base location.
