Job summary

Harris & Co Executive Search is confidentially retained to identify a Paving Superintendent for a long-standing family-owned paving contractor serving the Baltimore/Mid-Atlantic market. The role focuses on asphalt paving across multiple projects, with ownership of crews, equipment, and material flow to meet schedule and quality targets.

This is a hands-on leadership position requiring 5–10 years of heavy civil paving experience, strong safety discipline, and the ability to travel regionally.

Qualifications

  • 5–10 years of heavy civil highway construction experience with a paving specialty.
  • Proven track record leading asphalt paving crews on DOT/state highway or large projects.
  • Deep knowledge of paving equipment, mix design basics, and mat quality/compaction standards.
  • Ability to read civil plans, grading plans, and paving specifications.
  • Experience managing multiple crews and projects concurrently.
  • Working knowledge of OSHA safety standards and DOT/state highway specifications.
  • Strong leadership, communication, and problem-solving in a fast-paced field environment.
  • Valid driver's license and ability to travel regionally.

Responsibilities

  • Plan, schedule, and oversee day-to-day paving operations across active project sites.
  • Supervise paving crews, foremen, and equipment operators.
  • Coordinate with project managers, estimators, and the asphalt plant to ensure mix availability and delivery aligns with schedules.
  • Enforce quality control standards — mat density, joint construction, grade/slope tolerances, and specifications.
  • Read and interpret plans, specs, and drawings; resolve field discrepancies with engineering staff.
  • Maintain job site safety compliance; lead toolbox talks and safe operating procedures.
  • Manage paving equipment fleet on-site — pavers, rollers, milling machines, trucks; coordinate maintenance.
  • Track daily production, quantities, and progress against schedule.
  • Mentor and develop foremen and crew leads to build bench strength.

We are confidentially retained to identify a Paving Superintendent for a well-established, family-owned heavy civil and asphalt paving contractor with over 115 years of continuous operation in the Baltimore/Mid-Atlantic market.

This organization has grown from a small local outfit into one of the region's leading self-performing paving contractors — operating its own network of asphalt plants, owning its entire equipment fleet, and consistently ranking among the top producers of asphalt pavement products in the state. The Role

The Paving Superintendent will take ownership of asphalt paving operations across multiple concurrent projects — highway resurfacing, mill-and-overlay, full-depth reconstruction, and new roadway construction — ensuring crews, equipment, and materials are aligned to hit schedule, budget, and quality targets on every job.

Key Responsibilities

  • Plan, schedule, and oversee day-to-day paving operations across active project sites, including milling, base preparation, and asphalt laydown
  • Supervise paving crews, foremen, and equipment operators; manage manpower allocation across simultaneous jobs
  • Coordinate with project managers, estimators, and the asphalt plant to ensure mix availability and delivery align with paving schedules
  • Enforce quality control standards — mat density, joint construction, grade/slope tolerances, and compliance with DOT/state highway administration specifications
  • Read and interpret plans, specs, and grading/paving drawings; resolve field discrepancies in coordination with engineering staff
  • Maintain job site safety compliance (OSHA, MSHA/DOT as applicable); lead toolbox talks and enforce safe operating procedures
  • Manage paving equipment fleet on-site — pavers, rollers, milling machines, distributor trucks — coordinating maintenance and minimizing downtime
  • Track and report daily production, quantities, and progress against schedule
  • Mentor and develop foremen and crew leads to build bench strength within the paving division

Required Qualifications

  • 5–10 years of heavy civil highway construction experience with a dedicated paving specialty — this is a paving-focused role, not a general earthwork/grading/dirt superintendent position
  • Proven track record running asphalt paving crews on DOT/state highway or large-scale commercial paving projects
  • Strong working knowledge of paving equipment, mix design basics, and mat quality/compaction standards
  • Ability to read civil plans, grading plans, and paving specifications
  • Experience managing multiple crews/projects concurrently
  • Working knowledge of OSHA safety standards and DOT/state highway specifications
  • Strong leadership, communication, and problem-solving skills in a fast-paced field environment
  • Valid driver's license; ability to travel to job sites throughout the region

Preferred Qualifications

  • Prior experience with a self-performing paving contractor or asphalt producer
  • Familiarity with Maryland State Highway Administration (MDSHA) specifications
  • Experience with paving-specific software/technology (grade control, GPS paving systems, production tracking)
