Substance Use Counselor - HIV Recovery Support Services Program

The Substance Use Counselor serves as a member of a multidisciplinary integrated care team using harm reduction practices to address SUD, HIV, and STI rates. The Counselor provides direct patient and therapeutic counseling services with a focus on substance use and mental health to individuals, families, and groups. Work performance is reviewed for conformance to policies, procedures, and practices related to substance use and behavioral health service delivery. The Substance Use Counselor will represent the company professionally and positively, always exercising discretion, diplomacy, and tact in customer interactions.

KEY ACCOUNTABILITIES:

  • Assess and provide appropriate therapeutic substance use counseling services for individuals, families, and/or groups presenting with mental health and/or substance abuse issues within the scope of the Counselor’s license, education, and skills.
  • Provide HIV/STI, substance use, and behavioral health prevention/education services to the community efficiently and cost-effectively.
  • Ensure accurate and timely documentation, billing, and support for program audits.
  • Participate actively in case staffing meetings and peer review sessions.
  • Collaborate with the care team and other healthcare providers to facilitate patient care and follow-up, promoting the healthcare home mission.
  • Support organizational needs as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of principles, techniques, and trends in counseling, psychotherapy, case management, and treatment modalities.
  • Knowledge of principles and techniques of substance and HIV/STI education, prevention, intervention, and harm reduction.
  • Ability to deliver strong clinical services to individuals, families, and groups.
  • Model professionalism, integrity, and ethics at all times.
  • Ability to complete work within set limits of cost and time efficiently.
  • Work independently and carry out assignments effectively.
  • Strong listening, written, and oral communication skills for clear communication with patients, providers, and staff.
  • Ability to establish rapport and gain confidence of others.
  • Maintain confidentiality in accordance with HIPAA, 42 CFR Part 2, and agency policies.
  • Assess quality of patient care and implement improvements as needed.
  • Support diverse populations, understanding social, cultural, and economic backgrounds.
  • Knowledge of mental health and substance use issues in diverse populations.
  • Knowledge of available social and behavioral health resources.
  • Skills to provide brief intervention counseling for adults and children with mental health or substance abuse challenges.
  • Complete Relias and related trainings timely.
  • Proficient in MS Office, Adobe, and electronic health records.

QUALIFICATIONS/EXPERIENCE/REQUIREMENTS:

  • Active, unrestricted AZBBHE licensure as LMSW, LAC, LAMFT, or LAAC required.
  • Preferred: Active AZBBHE licensure as LCSW, LPC, LMFT, or LIAC.
  • Three years of experience in substance abuse with diverse populations preferred.
  • Bilingual in Spanish preferred; fluency evaluation recommended.

Standard Employment Requirements:

  • Valid AZ driver’s license, insurable, with no recent DUI/DWI or reckless driving convictions.
  • Criminal background check, Fingerprint Clearance Card, and drug testing required.
  • Updated immunization, TB screening, and BLS certification required within specified timelines.
  • Compliance with all state and federal employment requirements, including EEOC.
