Job summary

Dexis is seeking a Subject Matter Expert (SME) to support the East Asian and Pacific (EAP) Monitoring, Evaluation, and Learning Services contract as a part-time consultant. The SME provides specialized expertise in monitoring, evaluation, learning, foreign assistance, and related technical areas for Department of State priorities.

The position is contingent upon award. Responsibilities include MEL design, data collection, analysis, and producing technical reports and briefings for stakeholders.

  • Strong analytical, research, writing, and communication skills.
  • Active Secret Clearance.

Responsibilities

  • Provide specialized technical expertise for MEL task orders, assessments, evaluations, research studies, and analytical products.
  • Design and implement MEL methodologies, data collection tools, and analytical frameworks.
  • Advise on foreign assistance programming, performance measurement, indicators, learning agendas, and evidence generation.
  • Develop technical reports, presentations, briefs, and recommendations for Department of State stakeholders.
  • Participate in data analysis, key informant interviews, workshops, and learning events.

About the Position

The Subject Matter Expert (SME) supports the East Asianand Pacific (EAP) Monitoring, Evaluation, and Learning Services (MELS) contract by providing specialized technicalexpertisein monitoring, evaluation, learning, foreignassistance, and one or more technical sectors relevant to Department of State programming priorities. SMEs support assessments, evaluations, research, project design, strategy development, performance management, capacity building, and learning activities conducted under the contract.

This position is designed as apart-timeconsultancy and is contingent upon award.

Responsibilities
  • Provide specialized technical expertise for task orders, assessments, evaluations, research studies, and analytical products.
  • Contribute to the design and implementation of MEL methodologies, data collection tools, and analytical frameworks.
  • Advise on foreignassistanceprogramming, performance measurement, indicators, learning agendas, and evidence generation.
  • Supportdevelopmentof technical reports, presentations, briefings, and recommendations for Department of State stakeholders.
  • Participate in data analysis, key informant interviews, workshops, learning events, and validation exercises asrequired.
  • Provide technical review and quality assurance of deliverables within their area of expertise.
Qualifications
  • Bachelor’s degree in international development, public policy, economics, political science, social sciences,monitoringand evaluation, ora relatedfield.
  • Minimumof8 yearsof relevant professional experience in MEL, foreignassistance, international development, research, public policy, or technicalsector relevant to the assignment.
  • Demonstratedexpertisein one or more technical areas described in the Statement of Work.
  • Experience supporting U.S. Government, Department of State, USAID, or other international development programs.
  • Strong analytical, research, writing, and communication skills.
  • Active Secret Clearance.
Preferred Qualifications
  • Advanced degree ina relevantdiscipline.
  • Prior experience supporting Department of State foreignassistanceprograms.
  • Experience conducting evaluations, assessments, performance monitoring, or learning activities in international settings.
  • Experience working in East Asia and the Pacific or other overseas environments.
