We are seeking a highly experienced Subject Matter Expert (SME) to lead the functional design, implementation, and support of a federal budget formulation and execution solution. In this strategic role, you will collaborate closely with business consultants, the COR, and the Program Manager to ensure that technology solutions are aligned with agency objectives and deliver measurable outcomes.
Your in-depth expertise with the Budget Formulation and Execution Manager (BFEM), federal budget processes, and Office 365 collaboration platforms, coupled with a PMP certification and advanced education, will enable you to drive innovative solution designs, manage project risks, and ensure successful system delivery.
Key Responsibilities:
- Partner with senior leadership to understand agency-wide IT strategy and goals, ensuring alignment with business priorities and interdepartmental needs
- Analyze stakeholder requirements and recommend implementation strategies that support long-term organizational goals
- Review and validate business requirements and proposed system designs; identify risks and develop mitigation strategies
- Collaborate with functional department leads to guide necessary changes in business processes, driving corresponding system updates
- Assess testing strategies, test environments, and scenarios; validate test plans and ensure traceability to business needs
- Analyze and summarize test results into clear, concise reports for stakeholders
- Communicate effectively with stakeholders at all organizational levels, including executive leadership
- Monitor task completion and ensure adherence to established project management standards and timelines
- Apply project management best practices for resource planning, task coordination, and progress tracking
- Proactively identify and address potential project risks or roadblocks
- Prepare comprehensive activity updates and progress reports for internal and external stakeholders
Required Qualifications:
- Project Management Professional (PMP) certification
- Bachelor’s degree or higher from an accredited institution
- Minimum 7 years of experience in federal project management and budget formulation
- Proven expertise with BFEM, specifically the Budget Formulation module
- Experience implementing and supporting Office 365 collaboration tools in support of budget formulation or execution
- Experience consulting on complex projects with external clients in a leadership capacity
- Exceptional written and verbal communication skills, with the ability to convey complex concepts to technical and non-technical audiences
- Strong client relationship management and stakeholder engagement skills
- Demonstrated ability to manage multiple priorities and meet deadlines independently
- Team-oriented mindset with a strong work ethic
- U.S. Citizenship required with the ability to pass a federal background investigation
Preferred Qualifications:
- Demonstrated success in automating federal budgeting processes
- Proficiency with Microsoft Power Platform and BFEM integrations
