Overview

Illuminate seeks an exceptionally qualified Planning, Programming, Budgeting, and Execution (PPBE) Subject Matter Expert (SME) and Capability Portfolio Manager (CPM) to support the Joint Staff Battlespace Awareness Functional Capabilities Board (BA FCB) and enterprise integration. The candidate will provide advice to the Secretary of Defense (SecDef), Chairman of the Joint Chiefs of Staff (CJCS), Combatant Commanders, and the Joint Staff (JS) through military intelligence assessments and future capability development.

The role involves leveraging ISR expertise to ensure DoD and IC capabilities support warfighter BA requirements, analyzing future Service and IC programs, and providing recommendations to enhance the BA capability portfolio. The candidate will also lead a small team of contract personnel.

Responsibilities

Essential Duties and Responsibilities:

  • Provide expertise on execution and evaluation processes of the National and Military Intelligence Programs.
  • Analyze program builds and change documents to assess impacts on the BA portfolio.
  • Manage databases and knowledge functions to support BA CPM, including funding histories and program backgrounds.
  • Review congressional actions affecting BA CPM and support strategic programmatic guidance development.
  • Evaluate Service PPBE submissions to ensure capabilities are correctly incorporated into decision documents.
  • Support analysis and decision-making for BA CPM.
  • Assess ISR capabilities and capacities to validate operational requirements for JROC.
  • Analyze joint and DoD information systems for integration with IC and DIE systems.
  • Review JCIDS, acquisition, and PPBE documents, providing program validation recommendations.
  • Assess and analyze capability requirements to inform JROC decisions.
  • Advise leadership on statutes, regulations, and directives impacting joint warfighter capabilities.
  • Brief senior leaders and staff to inform decisions.
  • Review requirements, policies, CONOPS, and standards affecting JS J2 and operational users.
  • Prepare responses for government releases.
  • Review ISR gap and operational need statements from CCMDs, services, and agencies.
  • Liaise with JS J8, acquisition, RDT&E, and other DoD/IC entities to track future capabilities.
  • Support assessments of DIE requirements, including interoperability goals.
  • Participate in DoD and IC communities of interest to address ISR gaps.
  • Monitor BA programs and recommend efficiency improvements.
  • Support JS actions and other analytic duties as assigned.
Qualifications

Required Knowledge, Skills, and Abilities:

  • Experience in program and budget impact analysis related to capability requirements.
  • Research skills in DoD and IC PPBE databases and data analysis for JCIDS impacts.
  • Understanding of the Congressional budget process and its relation to DoD and IC activities.
  • Experience with PPBE or IC PPBE processes.
  • Proficiency in preparing reports and assessments at the executive level.

Required Education and Experience:

  • Minimum of ten years' PPBE-related experience on IC or DoD staff.
  • Bachelor's degree required; Master’s/MBA or Government Policy preferred.

Preferred Education, Experience, Skills, and Abilities:

  • Deep knowledge of ISR systems and sensors across domains and disciplines.
  • Familiarity with BA JCAs, JCIDS process, and related directives and manuals.
  • Understanding of JSPS, JPEC, and joint planning/publications.
  • Proficiency in writing, coordinating, and publishing reports on joint capability development.
  • Experience with capability requirements analysis and research in DoD and IC acquisition databases.
  • Proficiency with Windows OS and MS Office Suite, especially Excel, Word, PowerPoint, and SharePoint.
