Job summary

Summary

HII – Mission Technologies is currently seeking an experienced Subcontracts Administrator to join our team. The role involves the start-to-finish administration of major subcontracts and managing high-volume subcontracting activities to enable efficient operations and the success of critical All-Domain Operations (ADO) Business Group programs. This position may be performed remotely, in a hybrid arrangement, or onsite at a designated HII facility.

Key Responsibilities
  • Manage complex subcontract agreements supporting capture, proposal, award, and execution.
  • Prepare solicitation documents for complex procurements, including statements of work and flow-down terms.
  • Serve as focal point for received bids, reviewing technical and cost volumes and consulting with technical staff.
  • Ensure receipt, accuracy, and timeliness of subcontractor documents and monitor performance against technical objectives.
  • Maintain working knowledge of government purchasing requirements and FAR.
  • Negotiate agreement terms, conditions, pricing, and other government requirements.
  • Prepare price analyses, negotiation memos, written reports, letters, and memoranda.
  • Maintain CPSR-compliant subcontract files.
  • Review audit files to ensure compliance with purchasing systems, contract requirements, and internal policies.
  • Prepare and present briefings on subcontracting matters to staff and management.
  • Coordinate subcontracting activities with internal and external sources.
  • Consult with company staff from legal, technical, financial, and managerial functions.
  • Provide guidance to less experienced Subcontract Administrators.
  • Perform additional duties as assigned.
What you need to have
  • 3 years relevant experience with a Bachelor’s degree; 1 year with a Master’s; or High School Diploma with 7 years relevant experience.
  • Functional knowledge of CPSR compliance requirements.
  • Knowledge of negotiating various types of agreements and familiarity with commercial law, FAR, DFARS, and supplemental regulations.
  • Ability to work independently and as part of a team, representing HII on subcontract matters.
  • Understanding of the business case, financial analysis, and profit and loss implications.
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint, and Costpoint.
  • Excellent verbal, presentation, and interpersonal communication skills.
  • Strong analytical abilities and attention to detail.
  • Positive approach to business management with flexibility and willingness to learn new tasks.
  • Current CFCM certification.
  • Experience using Unison CLM.
  • Experience with complex contracts and non-traditional projects, including Other Transaction Agreements (OTAs).
  • Experience supporting OCONUS projects and working with foreign subcontractors.
  • Experience with GSA AAS administered prime contracts.
  • Active participation in a CPSR within the past 3 years.
