Responsibilities

• Develops, negotiates and administers subcontracts of moderate dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures.
• Creates complex solicitations, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract provisions.
• Works on assignments that are of moderate to high complexity, where analysis of routine and non-routine data is required. Exercises independent judgment in selecting methods and techniques for obtaining solutions.
• Typically places or works on subcontracts valued at up to $100,000. May work on subcontracts of higher value with oversight from more senior level staff.
• Works with other program staff to ensure compliance with required performance. May recommend improvements to processes and procedures. Responsible for the technical direction, leadership, training, and may supervise and serve as a mentor for less experienced staff.
• Regularly interacts with other procurement organization staff, functional peer groups, suppliers and internal customers. May interact with senior management.
• Requires knowledge and experience, and the ability to perform non routine job requirements, within the scope of the position, with minimal assistance. May determine methods and procedures on non-routine assignments and provide guidance to other personnel. Requires knowledge of business principles such as procurement, business and contract law, finance and accounting.

Qualifications

• Minimum 2+ years’ experience in supply chain management, subcontracts/procurement or similar role.
