Job Overview
Subcontracts Manager – entry‑level, non‑supervisory role in the Acquisitions Division, Business Operations Directorate. The position is based in the Communications & Instruments Group and supports JPL/NASA missions.
Responsibilities
- Identify, solicit, select, award, draft, and manage subcontracts for commercial items, services, flight hardware, computer hardware & software, fabrication services, technology demonstrations, and laboratory/project support.
- Develop solicitation documents from purchase requisitions and project documents to obtain pricing, cost, technical, and management proposals, identifying lowest responsive and responsible or best‑value bidders.
- Formulate negotiation strategies and conduct negotiations on delivery, price, technical requirements, and subcontract terms.
- Manage cost, schedule, and quality of awarded subcontracts, ensuring compliance with laboratory requirements and resolving discrepancies.
- Ensure timely completion and closeout of subcontracts, negotiating and executing subcontract modifications when needed.
- Serve as the primary interface with JPL technical and business partners and suppliers, providing excellent customer service throughout the full supply‑chain process.
Qualifications
- Typical requirement: Bachelor’s degree in Business Administration or related discipline with ≥1 year of experience, or a Master’s degree with no required experience.
- Ability to work in a fast‑paced environment and manage multiple tasks with appropriate prioritization.
- Strong critical‑thinking, oral and written communication, and customer‑service skills.
Preferred
- Experience utilizing business skills and customer service in procurement or total supply‑chain management.
- Knowledge of procurement principles, theories, concepts, and techniques.
- Experience with Oracle ERP or other ERP systems.
- Professional designation in government contracts or purchasing management (or related professional affiliation).

Salary
Annual range for this position in Pasadena, California: $66,352 – $80,704.
