Job summary

Austal USA, LLC is seeking a Subcontracts professional to support the Supply Chain group in San Diego. You will help negotiate agreements for materials, parts, and services, handle day-to-day subcontract activities, and perform supplier market research and cost analysis.

The role requires 2+ years of purchasing experience, a BSBA or related degree (or equivalent), and proficiency with Excel and ERP/MRP systems. You’ll collaborate with multiple departments and may travel for supplier assessments.

Qualifications

  • BSBA required; Degree in Business, Supply Chain or Material Management preferred.
  • 6 years' experience may be considered in lieu of degree
  • 2+ years purchasing experience required
  • Complete Austal Subcontract Certificate Level I within 90 days of hire
  • Requisite courses to be eligible for promotion to corresponding levels
  • Material and service sourcing activities (quoting, analyzing, negotiating, supplier rationalization)
  • Strong Excel skills including pivot tables and v-lookups
  • Microsoft Office: Word, Excel, PowerPoint, Internet Explorer, Outlook; Access a plus
  • ERP/MRP: IFS preferred; other ERP systems (BAAN, SAP, JD Edwards, Oracle) acceptable
  • General understanding of UCC, FAR, DFARS and ITAR requirements
  • Understanding of ISO/AS9100/TS16949 quality systems
  • General understanding of ERP systems and MRP logic

Responsibilities

  • Assist with negotiation of short and long term agreements for materials, parts, and services.
  • Participate in day-to-day subcontract administration activities
  • Conduct market research and supplier sourcing; basic price/cost analysis
  • Issue Purchase Orders and follow up with requesters and end users
  • Assist with supplier metrics and supplier performance communications
  • Review statements of work, material specifications, and terms and conditions
  • Elevate issues to management as needed within Supply Chain
  • Liaise with suppliers on formal communications and submittals
  • Coordinate with departments on subcontract related issues
  • Promote continuous improvement in procurement and track spend and savings targets
  • Gather information to evaluate supplier financial stability, capability, and capacity
  • Maintain confidentiality of purchasing/commodity strategies
  • Provide support to related departments as needed
  • Conduct supplier site audits and investigations; travel as required
  • Work under pressure and tight deadlines; work with minimal supervision

Reports to: Subcontracts Manager

GENERAL PURPOSE AND SCOPE

As a member of the Supply Chain group at Austal, will play a role in the performance and success of the function and the group. Will ensure Austal's Material and Service Support needs and requirements are met while maintaining a high level of customer service. Transactions will be variable, but more complex than routine, and involve medium-risk up to 5 million dollar negotiations and medium risk at times.

AUTHORITIES/RESPONSIBILITIES
  • Working Individually or as part of a team, assisting with the negotiation of short andlong term agreements for raw materials, parts, subassemblies, finished goods, MROmaterials, equipment, tooling, supplies and/or services from suppliers.
  • Participating in day-to-day subcontract administration activities
  • Market Research; Supplier Sourcing; Basic Price/Cost Analysis
  • Issues Purchase Orders.
  • Follows up with requesters and end users regarding purchase orders.
  • Assisting with Supplier metrics and advising suppliers of their performance.
  • Reviewing statements of work material specifications, service contracts, and terms and conditions when required.
  • Knowing when to elevate issues, or ask for help from, the next level of management in the Supply Chain function.
  • Acts as liaison and point of contact with the Supplier on formal communications and submittals
  • Acts as liaison and point of contact for coordination and communication With all departments on subcontract related issues.
  • Promote continuous improvement in the procurement organization.
  • Able to track total spend in category and setting, measuring appropriate savings targets
  • Gathers of information to evaluate the financial stability, technical capability, process control, capacity and continuous improvement techniques of Suppliers when required.
  • Following all Supply Chain policies, procedures, guidelines and instructions including those regarding the procurement of materials and particularly the ability to keep confidential information regarding all purchasing or commodity strategies confidential (and in some cases, within the supply chain function exclusively).
  • Maintaining close communication with Supplier account and customer service personnel, and management levels if necessary, so as to minimize risk due to supplier capacity issues, plant shutdowns, and other day to day disruptions that may affect Austal and/or open purchase orders.
  • Providing assistance to related departments when applicable
  • Conduct Supplier site audits and investigations when required.
  • Travel as required to complete supplier site assessments, discrepancies, delivery, tooling, quality issues and assessments.
  • Working under pressure and in some cases, tight deadlines.
  • Working under minimal supervision
  • Other duties as assigned by Managers.
QUALIFICATIONS/KNOWLEDGE/EXPERIENCE
  • BSBA required, Degree in Business, Supply Chain or Material Management is preferred.
  • 6 years' experience may be considered in lieu of degree
  • 2+ years purchasing experience required
  • Successfully complete Austal Subcontract Certificate Level I, within 90 days of hire.
  • Incumbent individuals are required to complete the requisite courses required to be eligible for promotion to the corresponding levels.
  • Preferred work experience includes performing: Material and service sourcing activities (quoting, analyzing, negotiating, reporting supplier rationalization activities (adding/removing suppliers and familiarity with Approved Supplier Lists, Bid Lists, and small business requirements);
  • Strong application of excel skills including pivot tables, v-lookups, etc. to manipulate RFQ's, quotations, presentations, etc.
  • The ability to utilize structured thought processes, anticipate consequences.
  • Microsoft Office at the intermediate skill level: Word, Excel, PowerPoint, InternetExplorer, Outlook; Access a plus.
  • ERP/MRP: IFS preferred; others like BAAN, SAP, JD Edwards and Oracle are acceptable.
  • General understanding of the Uniform Commercial Code, U.S. Government FAR, DFARS and ITAR requirements.
  • General understanding of enterprise quality system functionality (e.g., ISO 9000, AS9100, TS16949, etc.).
  • General understanding of ERP systems and MRP logic.

Incumbent will be expected to demonstrate creativity and latitude in order to meet goals and objectives established. May be expected to provide input to management on the performance of team members that may affect employment actions.

HOURS OF WORK

40 hours per week with additional time as required or necessary.

SALARY RANGE

Salary range depends on relevant experience. $ 69,859. - $ 96,879
