Job summary

Ross Local Schools is seeking a Student Services Specialist to lead district-wide special education programs, oversee staff, and ensure FAPE in LRE for all students.

Under the Director of Special Services, you will monitor compliance with IDEA, 504, and ADA, coordinate IEP processes, provide coaching, and partner with families and outside agencies to support students.

This on-site role requires strong leadership, communication, and commitment to professional development.

Qualifications

  • Bachelor’s degree or higher in Special Education.

Responsibilities

  • Assist the Director of Special Services in planning, implementing, and evaluating district-wide special education programs.
  • Supervise, observe, and evaluate special education staff and related service providers.
  • Assist in recruitment, interviewing, and onboarding of new staff.
  • Monitor curriculum alignment with state standards and individual student needs.
  • Ensure compliance with IDEA, ADA, and Section 504 timelines.
  • Review IEPs and evaluation reports for accuracy and compliance.
  • Coordinate LEA representation at IEP and Section 504 meetings.
  • Assist in mediating parent concerns and preparing for due process hearings.

General Description

Under the direction of the Director of Special Services, the Special Education Supervisor provides leadership, oversight, and support for the district's special education programs. This role is responsible for ensuring that all students with disabilities receive a Free Appropriate Public Education (FAPE) in their Least Restrictive Environment (LRE). The Supervisor works closely with building principals, special education staff, and parents to monitor compliance with federal and state regulations (including IDEA and Section 504), facilitate Individualized Education Program (IEP) processes, and implement evidence-based instructional practices.

Essential Functions
  • Assist the Director of Special Services in the planning, implementation, and evaluation of district-wide special education programs and related services for grades PK-12.
  • Supervise, observe, and evaluate special education teachers, paraprofessionals, and related service providers (as assigned) in collaboration with district and building administration.
  • Assist in the recruitment, interviewing, and onboarding of new special education staff.
  • Support the monitoring of specialized programs and classrooms to ensure curriculum is aligned with state standards and adapted to meet individual student needs.
  • Ensure district compliance with all state and federal special education laws, regulations, and timelines (IDEA, ADA, Section 504).
  • Review IEPs and evaluation reports for accuracy, compliance, and educational rigor.
  • Act as the Local Education Agency (LEA) representative at complex or contentious IEP and Section 504 meetings.
  • Assist the Director in mediating parent concerns, responding to formal complaints, and preparing for due process hearings.
  • Maintain accurate student records and assist with data collection for state and federal reporting for both special education and English Language Learners.
  • Provide ongoing coaching and mentorship to special education teachers regarding instructional strategies, data collection, and progress monitoring.
  • Identify training needs and design, coordinate, and deliver professional development for both special and general education staff regarding inclusive practices, co‑t
  • Collaborate with outside agencies, transition services, and community partners to support student needs.
  • Serve as a liaison between the Director of Special Services, building administrators, instructional staff, and parents.

Abilities, Knowledge, And Skills

Ability to: Interpret policy, rules and regulations; compile and prepare required reports; communicate effectively; build rapport; lift a moderate amount of weight to fifty (50) pounds; transport self and related materials to work site; supervise students effectively.

Education & Qualifications

Bachelor's Degree or higher in Special Education, Educational Leadership, or a closely related field.

Knowledge Of

Board policies and procedures; appropriate school procedures; requirements of the Ohio Department of Education; effective management procedures; required state, local, and federal reports; public relations; effective conferencing techniques; district and community resources.

Terms Of Employment

Salary and work year established by the Governing Board. The employee shall remain free of any alcohol or non-prescriptive controlled substance use in the workplace throughout employment in the Ross Local School District.
