Job summary

Jefferson Lab seeks a senior leader to head the Structural Systems group. You will manage system engineering and owner duties across civil, structural, and architectural domains, ensuring safe, reliable operations and compliant processes.

You will develop budgets, oversee project backlogs, and provide design and engineering support for major construction programs, while guiding staff and coordinating with internal teams and external contractors.

Qualifications

  • Bachelors in Architecture or Engineering required; MBA/PMP preferred.
  • 10+ years of relevant experience with management responsibilities.
  • Experience managing major construction projects from $100K to >$1M.

Responsibilities

  • Lead the Structural Systems group with direction and staffing oversight.
  • Provide design/engineering support for assigned projects and approved work orders.
  • Ensure policy, procedures and standards are current and compliant.
  • Manage budgets, schedule, and subcontractor performance; ensure on-time, on-budget delivery.
  • Review engineering documents and maintain design standards and configuration control.
  • Develop project scopes, perform risk reviews, and communicate with stakeholders.

The good-faith pay range for this role is $139,400 - $220,300 per year. Actual compensation may vary and may be above the posted range based on factors such as a candidate's skills, experience, education, certifications, and work location.

What Your Job Will Be Like

Lead the Structural Systems group by providing clear expectations and direction to staff for effective and efficient execution of work, and performance of System Engineer and System owner duties. Perform quality control reviews of staff work and project schedule oversight. Provide timely support and feedback to Lab customers. Develop budgets, track expenses for adherence to budget and ensure work is invoiced in a timely manner. Ensure subcontractor work is performed safely and at the quality standard identified in the contract documents. Ensure work is completed on time and within budget. Perform System Engineering and System Owner duties for select programs within civil, structural, and architectural systems to maintain reliable operations. Responsible for improving system reliability, system project backlog management, adherence to design standards, maintaining configuration control and performing or initiating appropriate studies. Develop and review Project Scope Documents as required. Participate or conduct condition assessments and prioritize work seeking cost effective solutions. Provide technical support to the Facilities Operations and Maintenance Department as required. Provide Design and Engineering Support with clear requirements for assigned projects and approved work orders. Manage Structural Systems group workload to ensure the Lab and Facilities priorities are met. Communicate impacts of unplanned projects and make recommendations on schedule changes to management. Continue development of design standards and details for use on projects, both internal and those prepared by an A-E. Conduct reviews of engineering documents to ensure requirements and Lab design standards are met. Review and confirm that clear, current, and complete policy, procedures, and processes are in place for the Structural Systems group to ensure staff have an efficient and compliant structure within which to operate. Recommend new or improved process/programs. Prepare required design drawings and specifications for incorporation into construction procurement packages. Designs are to be completed per project schedules approved by management. Provide quality control reviews of products provided by engineering consultant firms. Maintain current knowledge and use sound judgment and rational in making decisions and problem solving.

In This Job You Will
  • May act for the Facilities Engineering Manager in his/her absence.
  • Lead and manage the Structural Systems group.
  • Manage System Engineering and Owner duties for select programs within civil, structural and architectural systems to maintain reliable operations.
  • Provide Design and Engineering Support with clear requirements for assigned projects and approved work orders.
  • Review and confirm that clear, current, and complete policy, procedures, and processes are in place for the Structural Systems group.
  • Provide engineering or architectural design support for assigned projects.
Lead - Supervisory - Management
  • Responsible for the supervision, evaluation and training of all staff members assigned to the group which includes engineers and technicians.
  • Responsible for budget and manpower estimates.
  • Provides technical direction to internal Structural System Section staff and external contractors.
  • Management activities include all actions necessary to insure appropriate, quality products are achieved and cost, schedule and all code, performance, safety and environmental objectives are met.
Education
  • Required: Bachelor's Degree in Architecture or Engineering
  • Preferred: Master's Degree in Architecture or Engineering
Experience
  • Required: 10 or more years relevant experience
  • Required: management experience including initiating, planning, executing, controlling and closing processes as well as effective staff management and development skills
  • Required: experience in the management of major construction projects ranging from $100K to greater than $1M.

Knowledge, Skills, And Abilities
  • Comprehensive understanding of effective project management practices and principles and proficiency in applying a disciplined approach to project management.
  • Ability to communicate and work effectively, including employees in a wide array of occupation and educational backgrounds and to facilitate and lead meetings and work groups in a team environment.
  • Extensive knowledge of construction and industrial safety/environmental practices.
  • Display high level of initiative and ability to manage multiple projects with clear expectations and timelines.
  • Able to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.
  • Able to write convincing proposals and reports with all necessary backup material for external consumption.
  • Ability to present and express ideas and information clearly and in a manner appropriate for the audience, facilitate the open exchange of information, and skillfully negotiates solutions with the customer, staff, subcontractors, and other agencies.
Additional Licenses & Certifications

Professional Engineer (PE) License Civil or Structural or Registered Architect required within 1.5 yrs from hire.

Preferred: Project Management Professional (PMP) within 1.5 yrs from hire.
