Job summary

Fluor Corporation seeks a Structural Lead in California to direct design criteria for bridges, retaining walls, and buried structures within the High-Speed Rail program. Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

Job Description

The Structural Lead works under the direction of the Assistant Director of Civil Infrastructure Engineering and directs and manages tasks associated with structure design criteria development, special technical studies, final design and construction support, preliminary engineering support, and procurement engineering support. The Structural Lead coordinates with Geotechnical, Seismic and Tunneling leads to update the design related chapters of the Design Criteria Manual (DCM) for future procurement reference. The Structural Lead provides technical support to the Project Construction Management Team (PCM) for management of the final design and construction packages. The employee works in the Engineering Services Branch, which is part of the California High-Speed Rail Authority's Office of Program Delivery.

Position Responsibilities
  • Direct and supervise the development of Structures Design Criteria
  • Directs and contributes to Structures Design Criteria development for Bridges, Retaining Walls, and Buried Structures
  • Coordinate with Seismic Specialist Team to develop the Ground Motion and Fault Crossing Response procedures
  • Manage, and monitor progress and schedule of technical chapters of criteria development
  • Support and supervise special studies:
  • Assesses the studies to support design criteria development, third party agreements, and others as necessary
  • Assist in the development of scope, delivery schedule and cost estimates
  • Monitors progress and schedule of deliverables
  • Manages and supervises the final design and construction support team to support construction contract packages:
  • Coordinate with PCM and System Assurance team to ensure the required design and review procedures, V&V process, and system interfaced requirements specified in GP and PCM manual are followed
  • Supervise the team to perform the Due Diligent Review for technical contract submittals
  • Manage the review of Requests for Information (RFIs), Design Variance Requests (DVRs), received from PCM for preparation of the responses
  • Coordinate with technical teams to develop the Directive Memo for issuing to PCM and Design Builder
  • Supervise the team to provide technical support to the program design segments:
  • Provide updates of design requirements and technical documents to support the preliminary designs for obtaining approval of environmental clearance application
  • Supervise the team to perform the review of the preliminary design submittals
  • Attend the technical discussion meetings
  • Other duties as assigned.
Basic Job Requirements
  • Accredited four (4) year degree or global equivalent in Civil Engineering or closely related field of study and twenty (20) years of work-related experience.
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job-related technical knowledge necessary to complete the job.
  • Job related skills required - Strong leadership skills, customer focus, business acumen, influence, strategic agility, decision making, personal accountability, ownership and follow-through, a team player, mentor, and coach.

Other Job Requirements
  • Knowledge of principles and practices of structural design of bridges, and transit viaducts in high seismicity area
  • Knowledge of principles and practices of high-speed rail design criteria and standards
  • Knowledge of principles and practices of the design and construction support projects
  • Familiar with Design-bid-build and Design-build project delivery methods and requirements
  • Ability to use experience to evaluate engineering solutions for the major transportation projects from planning, preliminary, final design and through the construction phases
  • Licensed Professional Engineer in California
Preferred Qualifications
  • Strong project and construction management background
  • Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word and Visio
  • Familiar with transportation projects and disciplines
  • Knowledge of and ability to apply engineering judgment in areas of design and construction engineering on transportation projects.
  • Excellent communication skills
