Job Description

JOB TITLE: Structural Foreman

WAGE/HOUR STATUS: Nonexempt

FUNDING SOURCE: General Fund

REPORTS TO: Assistant Director of Facilities/ Maintenance Manager

PAY GRADE: Facilities - 10

DUTY DAYS: 261 days

DEPARTMENT: Facilities

This position is eligible for a Letter of Assurance.

PRIMARY PURPOSE: Administer the daily operations and activities associated with the structural department and related trades. Provide a safe and attractive atmosphere and contribute to operational excellence in areas including but not limited to carpentry, locks and doors, roofing, painting, safety, and compliance.

Qualifications

Minimum Education/Certification:

• High School Diploma or GED, required
• Bachelor’s Degree, preferred
• Related training and experience may be considered in lieu of degree
• Valid Texas Class C driver’s license and proof of insurability with District insurance carrier
  
  

Special Knowledge/Skills

• Demonstrated skills and abilities related to trades including painting, flooring, roofing, wall and floor tile, glass, ceilings carpentry, and installing and repairing locks.
• Demonstrated ability to interpret and apply laws, policies, procedures, regulations, and codes Technical and specialized expertise in analyzing, designing, and implementing programs for providing solutions to complex structural and administrative issues.
• Operational knowledge of tools and equipment used in structural maintenance Ability to lead, supervise, and evaluate personnel
• Strong organizational, communication (verbal and written), and interpersonal skills.
• Proficient computer skills Bilingual Spanish, preferred ability to utilize technology resources relevant to position
  
  

Minimum Experience

• Minimum five years structural maintenance experience
• Minimum five years related supervisory experience in educational environment, preferred
• Management level experience in construction industry, military, or governmental agency may be considered
  
  

Major Responsibilities And Job Duties

• Administer the daily operations of the structural maintenance program and all work associated with services, components and infrastructure involving wood, tile, rubber, and carpet floors; cabinetry repair; glass installation and repair; painting and patching walls and surfaces; locks, key installation, and repair; and roofing.
• Review, coordinate, prioritize, schedule, execute and inspect structural maintenance projects performed by district personnel and outside contractors.
• Assign, oversee and conduct quality reviews on structural personnel workmanship and update managers on costs and progress.
• Maintain and coordinate routine structural maintenance schedules.
• Oversee and implement the preventative maintenance program for the structural division.
• Inspect facilities on a regular basis to determine that a high standard of workmanship, cleanliness, and safety are maintained.
• Organize and timely process job-related paperwork including work orders, invoices, project analysis, requests for information, payments, inspections, personnel evaluations, and other correspondence.
• Develop short-range and long-range plans for repair and replacement of equipment and building components based on safety, necessity, code compliance, and costs.
• Obtain vendor quotes per Irving ISD purchasing guidelines. Oversee those projects to meet the policies, standards, and practices of the IISD maintenance department
• Administer the daily operations of the structural maintenance programs and all work associated with services, components and infrastructure involving related finishes
• Review coordinate, prioritize, schedule, execute and inspect structural maintenance projects.
• Accessing, oversee and conduct quality reviews on structural personnel workmanship and update facilities management on cost and progress.
• Maintain and coordinate routine structural maintenance schedules
• Inspect facilities on a regular basis to determine that a high standard of workmanship, cleanliness and safety are maintained
• Organize and timely process job- related paperwork including work orders, invoices, project analysis, request for information, payments, inspections, personnel evaluations, and other correspondence.
• Serve on the districts on-call schedule during staff vacancies and emergencies.
  
  

Personnel Management

• Assist in selecting, training, supervising, and evaluating personnel and provide input relative to assignment, retention, discipline, and dismissal.
• Maintain facilities maintenance training programs that enable staff to develop and improve skills and attain knowledge of advancements and improvements in building crafts and technology.
• Demonstrate and encourage teamwork and positive staff relations.
  
  

COMMUNICATION

• Communicate effectively with principals, department directors, and other personnel responsible for directing the district’s educational and extra-curricular programs to update them on status of projects that affect conditions in and around schools and facilities.
• Promote an image of service, dedication, and dependability within the Facilities Department to students, staff, and the community.
• Promote teamwork and a spirit of cooperation and high morale with Facilities Department supervisory staff and throughout the department.
  
  

Supervisory Responsbilities

Supervise and evaluate the performance of structural employees within the maintenance department. Supervise additional district staff during summer related projects.

Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.

Tools/Equipment Used: Construction equipment associated with carpentry, flooring, floor/wall tile, cabinetry millwork, glass, painting, locks and keys, roofing; hand tools; power tools; light truck or van

Posture: Prolonged siting and standing; frequent kneeling/squatting, bending/stooping, pushing/pulling, and twisting

Motion: Frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving:

Lifting: Lifting and carrying up to 55 pounds without assistance, more than 55 pounds with appropriate assistance, daily

Environment: Work outside and inside, on slippery or uneven walking surfaces, on ladders or scaffolding; may work on rooftops; frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and materials, noise, vibration, and electrical hazards; work around machinery with moving parts; may work in tight or enclosed spaces; may work alone; may work irregular and prolonged hours; frequent districtwide travel here for samples

Mental Demands: Maintain emotional control under stress and exercise reasoning and problem-solving under pressure

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
