FHI 360 is seeking a Program Officer II to provide programmatic, operational, and administrative support to the STRIDES project. You will help with project startup, implementation, donor compliance, partner engagement, and procurement management across multiple countries.
The role requires coordinating with program, technical, finance, and country office teams to ensure timely deliverables, risk management, and reporting. Fluency in English is required; French is a plus.
The Program Officer II provides programmatic, operational, and administrative support to the STRIDES project. This role supports project implementation, compliance oversight, partner engagement, request for proposal management, and procurement (goods, professional services, subcontractors, and consultants) management. The Program Officer II works closely with program, technical, finance, procurement, and country office teams to ensure timely execution of project deliverables, adherence to donor regulations, and effective coordination with partners and stakeholders. The position contributes to project startup and implementation efforts while supporting operational systems, reporting, and risk mitigation activities. This role is ideal for professionals with experience supporting USG-funded contracts across multiple countries and technical sectors.
Supports implementation of complex multi-country project. Coordinates project startup, implementation, and monitoring activities in alignment with donor requirements and organizational policies. Tracks project deliverables, milestones, and workplans to ensure activities remain on schedule and within scope. Synthesizes operational, financial, and programmatic information into reports, presentations, briefing materials, and management updates. Supports stakeholder coordination with donors, implementing partners, subcontractors, consultants, and local government counterparts. Assists with preparation and review of annual workplans, activity budgets, and implementation schedules. Supports identification, escalation, and mitigation of operational, financial, compliance, and geopolitical risks. Participates in project meetings, donor engagements, and cross-functional coordination efforts.
Maintains project documentation and records management systems, including SharePoint, Jira, and other collaboration platforms. Coordinates travel, logistics, consultant engagement, procurement tracking, and administrative processes for project activities. Supports compliance reviews for project documentation, procurement actions, subcontractor files, and operational systems. Assists with donor communications and coordination of administrative deliverables and contractual requirements. Ensures project records are maintained in accordance with donor and organizational standards.
Reads and interprets subcontractor budgets to support expenditure tracking, forecasting, and activity planning. Reviews subcontractor and consultant invoices, expense reports, procurement documentation, and financial transactions for accuracy and compliance. Assists with subcontractor management processes, including pre-award assessments, agreement administration, and compliance monitoring. Coordinates partner communication regarding deliverables, reporting requirements, and operational expectations. Supports implementation of fraud prevention, internal controls, and segregation of duties practices. Assists with grants and procurement documentation including RFQs, RFPs, SOWs, and vendor packages.
Full understanding of project management concepts and practices. Basic knowledge of technical areas of the project. Task level knowledge. Working knowledge of U.S. government donor contract rules and regulations, including compliance and operational requirements. Excellent oral and written communication skills. Strong and demonstrated project management skills. Experience supporting project operations, procurement, contracts, subcontractor management, and reporting. Ability to problem solve and implement corrective action as needed. Ability to prepare reports and provide information to management in a timely manner. Must be able to read, write and speak fluent English; French is a plus. Problem Solving & Impact. Works on problems of diverse scope that require review of various factors. Uses cost benefit/risk assessment with selecting methods and techniques to determine appropriate action. Builds productive working relationships internally and externally.
Receives little instruction on routine work. Receives methods and procedures on new project or assignments. May provide guidance to other lower-level personnel. Typically reports to a Manager/Associate Director/Director.
Bachelor’s Degree or international equivalent in International Development, International Affairs, Public Administration, Business Administration, Economics, Political Science, Public Health, Communications, or related field. Project management certification preferred.
Typically requires a minimum of 4+ years of relevant experience with project management principles and practices. Prior work experience in a non‑governmental organization (NGO), government agency, or private organization. International or Domestic (US) Program Development or Program Management preferred. French proficiency strongly preferred; additional language skills desirable.
Typical remote office environment. Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift/move up to 5lbs.

10% – 25% international and domestic travel as needed.
The expected US-based hiring salary range for this role is listed below. FHI360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. Base salary is only one component of our offer. FHI360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full‑time, which is calculated at 40hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full‑time schedule. US‑based hiring salary range: USD64,000–74,000 annually. International hiring ranges will differ based on location.
