POSITION REPORTS TO: Streets, Foreman

POSITIONS SUPERVISED: NoneBLS COMPARABLE: 47-4051, Highway Maintenance Worker

Leadership: Provides co-worker leadership to others through motivation, team building, and providing feedback.

CONDITIONS OF EMPLOYMENT

  • Subject to post offer, pre-employment drug screen.
  • Subject to post offer, pre-employment physical examination/medical history check.
  • Subject to a pre-employment criminal background check.
  • As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
  • Possession of a valid Oklahoma Driver’s License with an acceptable driving record.
  • Must have a telephone.
  • Due to “on-call status”, must be able to report to work within 30 minutes.
  • Must be 18 years of age.

POSITION PURPOSE: To ensure the quality and safety of city streets, alleys, and drainage ditches to Enid residents through efficient operation of the Streets Division.

Essential Functions And Basic Duties

  • Manually excavate and repair city streets, alleys, and drainage ditches.
  • Operate power saw, mowers, compressors, jack hammers, snow plow, concrete machine, chain saws, etc.
  • Start engine, moves throttle, controls, and levers to operate basic equipment including patch truck, 2-ton truck, salt and sand truck.
  • Haul and spread sand, gravel, and clay to fill washouts and repair road shoulders.
  • Erect, install, or repair guardrails, road shoulders, beams, highway markers, and warning signals, using hand tools and power tools.
  • Daily inspection of equipment, greases, oils, and performs light maintenance and repairs on city equipment.
  • Communicate with public about minor repairs.
  • Trim trees, remove branches, clean ditches and drains, and mow and edge grass along streets and roadways.
  • Gather and remove litter from streets, alleys, culverts, catch basins, drop inlets, ditches, and other drain structures.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

  • The Roadway Department runs smoothly and efficiently.
  • Heavy Equipment Operators are adequately assisted.
  • Equipment is clean and well maintained.
  • Directions are followed regarding highway maintenance procedures.
  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.
  • Employee understands and adheres to applicable safety policies.
  • The City’s professional reputation is maintained.

Qualifications

EDUCATION/EXPERIENCE: No prior experience or training.

Required Knowledge

Mechanical: Knowledge of machines and tools, including their designs, uses, repair, and maintenance.

Skills/Abilities

  • Ability to use basic equipment related to street maintenance and snow removal.
  • Handle multiple tasks simultaneously.
  • Accurate and attentive to detail.
  • Good communications and public relations abilities.
  • Ability to assist and support others.

Finger Dexterity

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

Manual dexterity sufficient to work with the fingers.

Visual Abilities

Normal vision, with or without corrective lenses. Distance vision, close vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Physical Strength

PDC Level: Very Heavy Employee lifts/carries 50 lbs occasionally (33% of the time or 1-100 times per day) Requires exertion of push/pull strength of 80-100 lbs frequently. Very heavy physical activity required performing strenuous daily activities. Prolonged overhead reaching and lifting; standing; walking and balancing, and frequent twisting and bending. Periodic shoveling requiring lifting from ground to waist to shoulder.

Language/Comprehension

Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.

Reasoning Ability

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few variables in standardized situations.

Mathematics Ability

Ability to perform very basic math skills including adding and subtracting two digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement.

Work Schedule/Hours

Regular – 8 hour shift, typically 7:00 AM – 3:30 PM. Monday-Friday

Hours change with Daylight Savings.

24-hour call, after hours and weekends, as required.

Overtime as required.

May be required to work nights and weekends during flooding and snow and ice events, 10-12 hours.

Other – Variable lunch period and breaks in coordination with other office personnel.

Work Conditions

Outdoors exposed to changing weather conditions (for instance, rain, snow, sun, wind, etc.).

Noise Level

Very Loud. Hearing protection required.

Other Work Conditions

Frequent exposure to air contamination, toxic, or caustic chemicals. Frequent vibration. Frequent work near moving mechanical parts. Frequent work in high precarious places where the possibility of falling exists. Frequent work around traffic.

ADVANCEMENT CRITERIA

Intermediate

3-5 years related experience.

Ability to operate street sweeper, backhoe, loader.

Knowledge of paint procedures.

Knowledge of applicable safety standards and work zones.

Valid CPR Certification.

Advanced

6+ years related experience.

Class B CDL.

Expert knowledge of paint procedures.

Ability to fill in for Heavy Equipment Operator for a short period.

Expert knowledge of applicable safety standards and work zones.
