GENERAL PURPOSE

Performs complex supervisory, administrative and professional work in planning, organizing, directing, and supervising the Street Department. Will lead, assist, guide, and direct crewmembers of the department to perform skilled street work in the safe operation, maintenance and repair of street signs, traffic signs, city streets, alleys, rights-of-way, drainage ditches, sidewalks, parking lots and other city owned property,with as few interruptions to the customers as possible. Ensures that proper levels of communication occur; engineers and develops work projects, monitors work and project completion. Ensures work group complies with all applicable company, departmental, safety, and environmental policies and procedures. Prepares budget requests, performance evaluations, employee training, etc.

SUPERVISION RECEIVED

Works under the direction of the Director of Street/Parks or City Manager.

SUPERVISION EXERCISED

Exercise supervision over Street Dept., crewmembers, utility contractors and engineers hired for street maintenance and other staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • 1. The supervisor will ensure that the operations of the street dept. are met within a safe and skillful environment.
  • 2. Prepares bid request and purchases materials and equipment required for dept.
  • 3. Communicates and coordinates with supervisor and crewmembers the work status and allocation of personnel, equipment and other resources to execute daily tasks effectively.
  • 4. Monitors the arrival, departure, and overtime of crewmembers.
  • 5. Studies and standardizes policies and ensure in enforcing all departmental policies equitably with all crewmembers.
  • 6. Engineers and stakes street construction of new and rebuilt streets in the city.
  • Including property surveys, materials list, staking sheets, cost estimates and best location for
  • the city as well as the customer.
  • 7. Keeps information of crew member’s performance, both good and bad with the input and assistance of the supervisor.
  • 8. Communicate job expectations of crewmembers and monitor these expectations to ensure they are achieved.
  • 9. Be knowledgeable of and ensure that proper training is provided for each crewmember and that a high level of safety is maintained to produce a quality product according to specifications.
  • 10. Knows crewmembers (abilities, personalities) in order to assign tasks and in recognizing problems with individuals.
  • 11. Spend as much time as necessary to supervise crewmembers, expedite work and ensure city policies and safety rules are being adhered to.
  • 12. Be willing and capable to fill in on a temporary basis for crewmembers if needed when they are off or attending to other duties.
  • 13. Ensure that vehicles and equipment are maintained and they are not abused and that proper maintenance or repairs are performed as needed.
  • 14. Always be conscious of the image displayed to customers and other departments by crewmembers.
  • 15. Ensure all paper work and any reports are prepared as requested.
  • 16. Be able to demonstrate and instruct others in various job tasks.
  • 17. Display a ‘’ positive attitude’’ at all times.
  • 18. Display open mindedness and courtesy to new ideals.
  • 19. All other assignments as directed by the City Manager
PERIPHERAL DUTIES
  • Insures equipment is in proper working order.
  • Responds to customer complaints.
DESIRED MINIMUM QUALIFICATIONS
  • (A) Graduation from high school or GED equivalent
  • (B) Sufficient education or vocational training plus minimum 3-5 years of progressively responsible experience in street maintenance work. Must possess skills of leadership, excellent verbal and written communication skills and interact well in a team environment. .
  • (C) Must have a working knowledge of the requirements of the Traffic Safety Code.
Necessary Knowledge, Skills and Abilities
  • (A) Thorough knowledge of methods, materials and tools used in the street maintenance work; Thorough knowledge of occupational hazards and safety precautions of the trade; considerable knowledge of the principles of calculating materials & grades needed for street projects and ability to apply this knowledge to work situations.
  • (B) Skill in the operation of the listed tools and equipment; Skill in the application of first aid methods, including artificial respiration.
  • (C) Ability to apply proper methods, procedures and safety precautions of street work; Ability to communicate complex oral and written instructions to crewmembers; Ability to work under varying weather conditions; Ability to interact well in a team environment.
SPECIAL REQUIRMENT

A valid Texas Driver’s License with Texas Class A CDL: endorsement and have a good driving record.

Because valid Texas Driver’s license is required, or will be required within six months, employment will be contingent upon negative results of a post-offer, pre-placement drug & alcohol test and subsequent random drug and/or alcohol test. This is in compliance with Department of Transportation regulations and City of Llano policy.

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment including pickup, forklift, chain saw, and various hand tools. Operate heavy equipment, drive Trucks, Loaders, Backhoes, Compactors, Street sweepers, Skid steer.
