Job summary

The City of Jacksonville Beach is seeking a proven civil engineer with supervisory experience to oversee the operation, maintenance, and repair of streets, water, and sanitary systems. Qualifications

• High school diploma or equivalent supplemented by courses in civil engineering.
• Seven years of experience in the construction, operation, and maintenance of public works transportation, distribution and collection systems, with at least two years in a supervisory capacity.
• A college degree in civil engineering or related field is preferred and may substitute for up to four years of experience.

Responsibilities

• Plans, directs operation, maintenance, construction, and repair of streets and sidewalks transportation systems.
• Oversees sanitation contracts and beach maintenance; manages service contracts.
• Ensures that systems and operations comply with regulatory agency requirements; prepares and maintains records.

• Assists with the review of site plans, building plans, and development plans to ensure they meet City’s specifications and to determine appropriate water and sewer fees.

This position performs difficult technical and administrative work assisting in the operation, maintenance, and repair of municipal transportation systems, stormwater systems, water and wastewater distribution and collection systems, and sanitation activities; does related work as required. Work is performed under the general supervision of the Streets/Distribution & Collection Superintendent. Supervision is exercised over division personnel.

Essential Functions

• Plans, organizes, and directs the operation, maintenance, construction, and repair of streets and sidewalks transportation systems, stormwater collection system, water and wastewater distribution and collection systems.
• Oversees and monitors sanitation contracts and beach maintenance; manages continuing service maintenance and construction contracts.
• Ensures that systems and operations comply with regulatory agency requirements; prepares and maintains appropriate records and files.
• Schedules maintenance, construction, and repair projects for crews; ensures crews have sufficient equipment, materials, and supplies.
• Inspects the condition of streets, sidewalks, easements, and related infrastructure; determines the need for repairs, improvements, or expansions.
• Develops and coordinates scope, design, and permits for repair projects and system expansion.
• Assists with the review of site plans, building plans, and development plans to ensure they meet City’s specifications and to determine appropriate water and sewer fees.
• Receives and responds to citizen inquiries and complaints, initiates necessary maintenance and repair activities.
• Ensures general safety precautions are followed by crews, reviews accidents, and prepares reports.
• Supervises division staff; serves as Streets/D & C Superintendent as assigned.
• Performs related tasks as required.

Education and Experience

A high school diploma or equivalent supplemented by courses in civil engineering or related field, and seven years of experience in the construction, operation, and maintenance of public works transportation, distribution and collection systems, with at least two years in a supervisory capacity. A college degree in civil engineering or related field is preferred and may substitute for up to four years of experience.

Special Qualifications

A driver’s license valid in the State of Florida and the appropriate operator’s licenses and certifications as required and defined by the Florida Department of Environmental Protection for the utilities’ designated level of operation; or the ability to obtain licenses and certifications within a timeframe prescribed by the Director of Public Works.

Knowledge, Skills and Abilities

• Thorough knowledge of the methods and practices of civil engineering as applied to the maintenance and repair of transportation systems and public utilities.
• Ability to manage a construction, maintenance, and repair operation in a business type environment while exhibiting a commitment to public service.
• Ability to read engineering plans.
• Ability to plan and supervise the work of subordinate staff; ability to develop operational policies and procedures.
• Ability to maintain effective working relationships with City Administration, elected officials, associates, subordinates, contractors, regulatory agencies, and the public.
• Ability to use standard office equipment and computers.

Physical Demands

The work is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

• Climbing: Ascending or descending terrain, ladders, stairs, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
• Kneeling: Bending legs at knee to come to a rest on knee or knees.
• Reaching: Extending hand(s) and arm(s) in any direction.
• Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
• Standing: Particularly for sustained periods of time.
• Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
• Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
• Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
• Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
• Hearing: Required to perceive information at normal spoken word levels.
• Visual Acuity: Required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Work Environment

The worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, and oils. The worker may be exposed to blood borne and/or waterborne pathogens and may be required to wear specialized personal protective equipment.
