City of Suffolk is seeking a skilled Supervisory Maintenance Technician to manage a small crew performing maintenance and construction duties across city facilities and utilities. Responsibilities include supervising daily work, coordinating projects, and ensuring safety and quality in repairs.

Work involves equipment operation, records, and preventive maintenance with opportunities to contribute to special events and infrastructure improvements. CDL may be required based on assignment.

Qualifications

Employee is also responsible for performing preventive maintenance on equipment. Employee must exercise some independent judgment in completing assigned tasks.

Work involves maintaining and repairing a variety of fixtures and/or facilities for the City's divisions, operating a variety of equipment, and maintaining and preparing records and reports. Employee is also responsible for performing preventive maintenance on equipment. Employee must exercise some independent judgment in completing assigned tasks.

Essential Job Functions
  • Supervises, assigns and inspects the daily activities of the division's maintenance and/or repair crews, overseeing and participating in maintenance and repair of various fixtures in the City water distribution and sewage collection system, maintenance of City grounds, inspection and repair of sewer lines, and repair of City streets; advises and assists subordinates as necessary, and resolves problems as non-routine situations arise; performs personnel-related duties such as recommending transfers, promotions, disciplinary actions, discharges, and salary increases; appraises the performance of subordinates.
  • Estimates required materials and equipment needed to complete projects.
  • Maintains and keeps logs and fills out job completion reports as needed.
  • Performs general maintenance on weed eater which includes changing string, heads, spark plugs and blades.
  • Performs and oversees some carpentry duties.
  • Creates other reports such as accident reports, and other information gathering as directed.
  • Evaluates and rates employees as to job performance.
  • Operates Tennant Sweeper in general downtown area to keep leaves and debris off of roads to maintain a professional look and atmosphere.
  • Prepares and setups for special events as needed.
  • Operates and oversees the operation of a variety of equipment, some of which may be specialized, which includes lawn mowers, weed trimmers, tractors, backhoes, dump trucks, asphalt patching machinery, mechanical packer, television equipment, winch and cable to pull TV camera through sewer lines, vacuum trucks, pressurized water hoses, snow removal equipment, etc.
  • Inspects and performs preventive maintenance on equipment; replaces defective equipment and fixtures.
  • Participates in and directs routine grounds maintenance, street repair, sewer line inspection and repair, pump station repair, and water line repair.
  • Coordinates the daily operations of the pump station maintenance which includes: supervising departmental employees, calculating weekly payroll and preparing daily schedules.
  • Coordinates and supervises Pump station mechanics and laborers.
  • Maintains and prepares records and reports which includes daily maintenance reports and accident reports.
  • Reviews and approves employee leave request forms.
  • Performs employee counseling which includes disciplinary and performance evaluations.
  • Manages inventory, property or loss control.
  • Performs pump station inspections which includes: pre-inspections and start-up inspections for all pump stations.
  • Performs supervisory maintenance and construction duties which include preventive maintenance on generators, vacuum pumps, air pumps, motor pumps, shaft driven pumps for pump stations in the City of Suffolk which requires the use of specialized tools and equipment.
  • Responds to after-hours calls; may assist other maintenance and repair divisions with tasks as needed; may assist supervisor with administrative duties.
  • May be required to apply chemicals in the maintenance of landscaped areas.
  • May conduct smoke testing to locate leaks and holes in sewer system, block sections of sewer system, and record sites of leaks to notify maintenance crew.
  • May install manholes, drainage pipes, concrete curbing, and sidewalks.
  • Performs other related duties as required.
Required Qualifications

Graduation from high school and 1 to 2 years of experience in labor-intensive maintenance and/or repair work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Requires a valid commercial driver's license or regular driver's license based on the department assigned.

Physical Requirements

Must be physically able to operate a variety of machinery such as backhoes, ditch witches, television equipment, air compressors, portable pumps, generators, electrical booms and lawn mowers, and mechanical, electrical and carpentry hand tools. Must be physically able to operate a motor vehicle. Must be able to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects. Physical demand requirements are for Medium Work. Ability to coordinate hands and eyes rapidly and accurately in using power and hand tools. Must be able to operate a motor vehicle. Ability to handle a variety of items, such as hand tools and control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination. Ability to differentiate between colors and shades of color. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress. Ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

Hybrid Members

Hybrid plan members contribute 4 percent of creditable compensation to the defined benefit plan and 1 percent to the defined contribution plan each month. Members may voluntarily contribute up to an additional 4 percent in 0.5 percent increments to the defined contribution plan each month. Members can increase or decrease their voluntary contributions on a quarterly basis. With the mandatory and voluntary contributions to the defined contribution component of the plan, members can contribute a maximum of 5 percent with a 3.5 percent match from the employer. Members invest in various investment options that best fit their needs.

Vested after 5 years in the defined benefit part of the plan

Vested in phases based on years in the Defined Contribution part of the Plan. The retirement eligibility for a full or reduced retirement pension in the Hybrid Plan is very detailed. Please contact the Virginia Retirement System or the Human Resources Department for details.

Paid Time Off (PTO)

Sick Leave

Part Time employees earn 4 hours per month. Sick leave accrues at the end of the month and may be accrued with no ceiling.

Personal Leave

All regular full time employees are granted 24 hours of personal leave each calendar year. Personal leave must be preapproved and is not cumulative.

Employer Sponsored Short Term and Long Term Disability

Provides disability coverage for employees work and non-work related disabilities. Work related disabilities are covered starting on day one (1). Non work related disabilities are covered starting on day eight (8), after you have been employed for one year.

Flexible Spending Accounts

Employees may participate in the Health Reimbursement, Dependent Care Reimbursement and Premium Reimbursement Accounts. All deductions are made on a pre-tax basis and will reduce your taxable income.

Life Insurance

The city pays the entire premium for life insurance coverage in the amount of 2 times annual salary for natural death and 4 times annual salary for accidental death.

Optional Life Insurance

Employees have the option of electing additional life insurance coverage in the amount of 1, 2, 3 or 4 times their annual salary. Employees may only purchase optional life insurance on spouses and children if they are enrolled in optional life insurance for themselves.

Family and Medical Leave Act (FMLA)

12 weeks of job protected leave for leaves approved in accordance with the Family Medical Leave Act. Employees receive continuation of health insurance, job protection and consideration for a comparable job when available, or an equivalent job, upon return to work.

Funeral Leave

24 hours of paid leave of absence in case of death in immediate family.

Holidays

Suffolk follows the Virginia State holiday calendar as set by the Governor of the Commonwealth of Virginia.
