We are seeking a highly qualified Senior Program Manager to lead strategic U.S. Air Force Civil Engineering engagements under IBM’s Enterprise Strategy portfolio. This role is responsible for overseeing a multidisciplinary team delivering enterprise-level strategy, policy, transformation, and engineering services support to the Headquarters Air Force (HAF). The Senior Program Manager will serve as the primary point of contact for the client, contract staff, and IBM leadership, providing executive-level oversight of all contractor personnel and managing cost, schedule, performance, and risk across all contract activities.
The role includes leading the execution of contract requirements, coordinating with subcontractors and suppliers, and guiding the development and implementation of strategic initiatives and policy guidance across the Civil Engineer enterprise. Areas of focus include strategy and governance, career field development, facility and infrastructure policy, asset management, business process re-engineering, and cybersecurity policy and compliance. The ideal candidate will bring significant experience and expertise in DoD and DAF program management, strategic planning, and civil engineering operations.
