Job summary

The City and County of San Francisco is seeking a Manager of Waterfront Development Projects to lead the Port’s most complex waterfront real estate and infrastructure transactions. In this full-time role, you will oversee planning, negotiations, and implementation from conception through closeout, balancing economic vitality with public access, environmental stewardship, climate resilience, and equity.

• Bachelor's degree in Real Estate, Finance, Urban Planning, Public Policy, Law, or related field.
• Five years of progressively responsible management-level experience leading waterfront or P3 projects.
• Valid California driver’s license; insurability for Port insurance during employment.

Responsibilities

• Lead waterfront development, infrastructure, and public-private partnership projects from conception through closeout.
• Establish project strategies, priorities, schedules, budgets, and transaction frameworks aligned with the Port’s objectives.
• Direct multidisciplinary teams responsible for planning, financial analysis, environmental review, regulatory approvals, real estate transactions, construction coordination, and implementation.
• Monitor project performance, identify issues, and develop solutions to maintain scope, schedule, and budget.
• Structure, negotiate, and execute complex public-private partnerships and real estate agreements.
• Evaluate financial feasibility, business terms, risks, and market conditions to support informed decisions.
• Direct environmental review and entitlement strategies per CEQA, NEPA, and related regs.
• Coordinate public hearings, Port Commission actions, Board of Supervisors approvals, and community engagement.
• Develop policies, procedures, and initiatives to support waterfront redevelopment and the Port’s Strategic Plan.
• Provide leadership, supervision, and performance management for staff; foster a collaborative, customer-focused environment.
• Prepare and present reports and transaction strategies to executives, Port Commission, City officials, developers, and communities.
