Job summary

Orange Water and Sewer Authority (OWASA) is seeking a Planning and Development Manager to join our Engineering team. The role focuses on long-range planning, data analyses, and oversight of land management efforts to ensure sustainable water resources for the OWASA service area.

The candidate will lead the Long-Range Water Supply Plan, coordinate with regional partners, and support climate adaptation initiatives.

Qualifications

• Bachelor's degree in engineering or environmental science with a minimum of six years' experience in engineering practices and/or long-range planning for a public water and wastewater system.
• Strong written, verbal, and interpersonal communication skills with proven project-management ability.
• Service-oriented attitude and commitment to diversity and inclusion.

Responsibilities

• Analyze service area development and water use trends; maintain projections of long-term future demand requirements.
• Manage and implement OWASA's Long-Range Water Supply Plan and annual updates of Local Water Supply Plan.
• Oversee Water Shortage Response Plan updates and related analyses.
• Develop and present OWASA's Annual Operating Trends Report; manage water supply and watershed studies and models.
• Support long-range planning for wastewater collection, water treatment, wastewater treatment, reclaimed water and biosolids management.
