Job summary

Turner & Townsend is seeking a seasoned Supply Chain/Procurement Manager to lead strategic procurement initiatives across major infrastructure programs in the United States.

You will develop procurement strategies for utility and transmission projects, oversee end-to-end procurement cycles, collaborate with engineering, regulatory teams, and suppliers, and mentor a team across multiple sites while ensuring regulatory compliance and governance.

Qualifications

• Bachelor’s degree in supply chain, engineering, business, or related field (Master’s preferred).
• 10+ years of procurement experience in utilities or infrastructure, focus on transmission or energy projects.
• Understanding of FERC, NERC, and regulatory frameworks impacting utility procurement.
• Proven leadership in managing complex multi-contract procurement programs.
• Strong commercial acumen and negotiation skills.
• Excellent stakeholder engagement and communication abilities.
• Experience managing procurement in North American utility markets; regional practices.
• Experience in Northeast U.S. procurement and knowledge of regional regulations.

Responsibilities

• Lead development and execution of procurement strategies for large-scale utility projects.
• Provide guidance on procurement models for regulated utility environments.
• Oversee end-to-end procurement lifecycle: RFP, vendor evaluation, contract negotiation.
• Collaborate with engineering, construction, and regulatory teams to ensure alignment.
• Build strong relationships with utility clients, regulatory bodies, and suppliers.
• Drive innovation in procurement, including sustainability and digital tools.
• Mentor and lead procurement professionals across multiple project sites.
• Ensure compliance with industry standards and internal governance.
• Apply SOX control responsibilities where applicable.
