Job summary

City of Portland seeks a visionary Chief Strategy & Change Management Officer to lead enterprise-wide planning, transformation, and continuous improvement. This executive will align dozens of bureaus around a shared vision, work with the City Administrator and elected leaders, and build the long-term strategy function with governance and performance management.

Strong collaboration, political acumen, and the ability to navigate unionized environments are essential.

Qualifications

• Bachelor's degree required with at least six years of progressive professional experience, including four years in supervision.
• Demonstrated experience leading enterprise-wide strategy and organizational transformation.
• Experience navigating political, labor-related complexities in a large government setting.
