Qualifications

• Bachelor’s degree in Public or Business Administration or Finance required; Master’s preferred.
• Strong experience in government fiscal operations and budget management.
• Knowledge of Self-Governance concepts and related federal programs.

Responsibilities

• Advise CEO, CFO, and Controller on Self-Governance funding and investments.
• Collaborate with financial management on budget development and forecasting.
• Coordinate Self-Governance compacts with BIA, IHS, and federal/state regulations.
• Develop, negotiate and manage compacts and cooperative agreements.
• Prepare and negotiate the Indirect Cost Proposal (ICP).
• Provide staff training on budget development and tracking.
