Virginia Department of Transportation in Colonial Heights, VA seeks a Land Acquisition and Property Management professional to conduct title examinations, manage documents in RUMS, and coordinate liens with attorneys and property owners. The role involves market research, real estate closings, and relocation services.

You will prepare negotiation packets, petitions, and orders, and support AAC package processes while learning the Right of Way body of knowledge.

Formación

• Ability to calculate right of way estimates.
• Ability to communicate complex information clearly, both orally and in writing.
• Ability to establish and maintain effective working relationships with the public and internal staff.
• Knowledge of highway construction practices and related systems.
• Knowledge of real estate conveyances, easements, contracts, and appraisal methods.

Responsabilidades

• Conduct Title Examinations from current owner to 60-year examinations for review and approvals.
• Document management: update or record documents; maintain and update RUMS.
• Attend public hearings and preliminary engineering meetings; record landowner comments in RUMS.
• Coordinate liens with attorneys, lien holders and property owners to release liens.
• Research local real estate market to determine comparable replacement housing and compute replacement housing payment.
• Prepare Basic Administrative Reports (BAR) for negotiation using market data.
• Prepare Petitions and Orders for AAC packages, draw down requests, and Certificate Invalidation.
• Prepare negotiation packages including plans, correspondence, and legal documents.
• Conduct real estate closings after submitting release documents for Deeds of Trust or other liens.
• Compute relocation assistance payments and present offers to displacees.
• Provide relocation services and conduct interviews prior to negotiations.
• Learn Right of Way disciplines and applicable laws, policies, and procedures.
• Maintain time charges to projects and leave types in Cardinal.
