Job summary

Center for Energy and Environment (CEE) is hiring a Proposal Specialist to lead end-to-end proposal development in a hybrid Minneapolis team. You will coordinate RFx responses, coordinate with internal stakeholders, and craft compelling submissions to secure new funding and projects for energy efficiency initiatives.

This role reports to the Proposal Manager. You’ll work with design and content teams to ensure compliant, high-quality materials while supporting organizational growth and mission

Qualifications

• Three to five years of experience managing proposal development workflows and developing successful proposal materials.
• Proficiency in writing, editing, and researching to support compelling proposals.
• Ability to lead cross-department projects and motivate peers to meet deadlines.
• Excellent written and verbal communication and interpersonal skills.
• Strong time management, organizational, and prioritization abilities.
• Attention to detail and commitment to accuracy.
• Self-motivation with the ability to work independently and seek clarification as needed.
• Proficiency with Microsoft Word, Excel, and PowerPoint.

Responsibilities

• Lead RFx responses and pitch development.
• Manage the proposal lifecycle from kickoff through packaging and submission.
• Collaborate with internal stakeholders and external partners to define requirements and resources.
• Outline writing strategies for SMEs to ensure compliance with technical requirements.
• Write compelling proposals, pitches, and presentations.
• Use templates and boilerplate responses to incorporate win themes.
• Synthesize technical inputs into a cohesive narrative.
• Support lead partner deadlines and content delivery for joint proposals.
• Collaborate with graphic designers to create engaging layouts.
• Coach SMEs through interviews and follow-ups.
• Build relationships across the organization to support proposal development.
• Maintain proposal content libraries and approve workflows and version control.
• Provide regular proposal status updates.
• Support market intelligence and CRM usage for tracking.
