Job summary

Iris Technology Corporation is seeking a Proposal Manager in Irvine, CA to lead and coordinate the full proposal lifecycle for Tactical and Space opportunities. You will work with Business Development, Engineering, Program Management, Operations, Supply Chain, Contracts, Finance, Product, and executives to create responsive, competitively priced proposals that can be executed upon award.

The role requires strong planning, cross-functional collaboration, and a track record of coordinating BOEs,

Qualifications

• Bachelor’s degree in Business Administration, Engineering, Finance, Program Management, Contracts, or a related field.
• Minimum of 5 years of experience in proposal management, program management, estimating, contracts, business development, or a related function within engineering/aerospace/defense/government contracting.

Responsibilities

• Lead end-to-end proposal development for Tactical and Space opportunities from RFP/RFQ through submission.
• Review solicitations, SOWs, specs, and instructions to identify requirements, deliverables, risks and deadlines.
• Develop and maintain proposal schedules, compliance matrices, action-item trackers, and review milestones.
• Plan kickoff meetings to communicate requirements, strategy, schedule, and roles.
• Coordinate with BD and leadership to align opportunity strategy and positioning.
• Develop BOE documentation including labor, materials, subcontractor costs, and schedule assumptions.
• Work with engineering and operations to develop labor estimates, material needs, and execution plans.
• Challenge estimates to ensure alignment with scope and assumptions.
• Use historical data to improve estimates and proposal quality.
• Coordinate pricing development with Finance and Contracts for consistency.
• Prepare and manage proposal packages for management review and approvals.
• Ensure compliance with customer instructions and timely submission.
• Support post-submission activities including BAFOs and clarifications.
• Facilitate proposal lessons learned and template improvements.
