Job summary

Department of War Education Activity (DoWEA) in the United States seeks a programs manager to oversee non-medical counseling contracts serving service members and their families. Qualifications

• Specialized Experience GS 13: One year of specialized experience which includes managing non‑medical counseling programs, collaborating with various stakeholders to develop strategic plans for non‑medical counseling programs, and advising senior management officials on policy and procedural changes.
• Specialized Experience GS 14: One year of specialized experience which includes evaluating non‑medical counseling programs, collaborating with various stakeholders to develop strategic plans for non‑medical counseling programs, advising senior management officials on policy and procedural changes, and analyzing and/or developing policy of programs for non‑medical counseling programs.
• Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑12).
• Time in Grade Requirement GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑13).
• Education: This job does not have an education qualification requirement.

Responsibilities

• Oversee the execution of contracted non‑medical counseling programs focused on addressing the needs and challenges of service members and their families.
• Ensure a continuum of quality support, intervention or non‑medical counseling for service members and/or their families.
• Establish and nurture relationships with national, state, local, and military leaders with vested interests in improving quality of life for service members and their families.
• Initiate partnerships with military services and reserve components to resolve a variety of complex issues involving service members and their families.
• Plan new approaches and programs arising from proposed legislation and the latest DoD commitments.
• Evaluate support programs reflecting the needs of service members and their families.
• Organize program statistical information to provide recommendations or interpretations of non‑medical counseling program data.
• Deliver presentations to audiences on services available for service members and/or their families.
