Job summary

The Virginia Department of Conservation and Recreation (DCR) seeks a qualified Procurement Officer I to provide foundational support for the agency’s procurement and contracting activities. The role requires routine procurements in line with VPPA and APSPM, maintaining robust files, and leveraging eVA and other tools for analysis and policy-based recommendations.

Qualifications

• Knowledge of the VPPA (Virginia Public Procurement Act), APSPM (Agency Procurement and Surplus Property Manual), and application to ensure compliance while securing goods and services.
• Experience filing robust procurement files and adherence to records retention requirements.
• Experience with an e-procurement solution, preferably eVA.
• Experience researching, analyzing, and evaluating procurement issues with actionable recommendations.
• Ability to think creatively and strategically to streamline processes and procedures.
• Experience prioritizing tasks.
• Advanced experience with MS Word, Excel and PowerPoint.
• Experience working independently and in a team.

Responsibilities

• Provide foundational support for the agency’s procurement and contracting activities.
• Conduct routine procurements in compliance with VPPA, APSPM, and agency policies.
• Maintain accurate and complete procurement files and support the use of eVA and other tools.
• Research and analyze procurement questions and prepare recommendations based on policy.
• Contribute to improving agency processes using technology and automation.
