Job Description

Perform special duties as assigned. To establish and administer contracts for goods and services that meet customer expectations regarding quality, quantity and price in accordance with applicable laws and policies.


How you will contribute:


  • Contract Administration : Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms and specifications and scope are met. Serve as liaison between vendors and users.

  • Contracts and Documentation: Assist users in selecting best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contract related discrepancies.

  • Interpretation of Policies and Procedures: Follow policies and procedures for the Governor's initiative for SWaM certified small business participation.

  • Perform duties as assigned.: Perform duties, tasks, activities and/or projects as assigned.

  • Procurement of Goods and Services : Provides procurement and contracting goods and services for Districts and Divisions statewide in support of the procurement process, using competitive negotiation (RFP) process and competitive sealed bidding (IFB or RFQ).

  • Knowledge of contract administration policies and procedures.

  • Knowledge of federal, state, and local procurement laws, regulations, policies, and practices.

  • Knowledge of procurement activities such as competitive sealed bidding, competitive negotiation processes associated with commodities and professional and non-professional services.

  • Knowledge of the principles, practices, and techniques of large-scale governmental procurement.

  • Skill in preparing contract documents and other procurement documentation.


Minimum Qualifications:


  • Ability to formulate term contracts for the purchase of goods and services.

  • Ability to obtain Virginia Contracting Officer (VCO) certification.

  • Ability to process procurements in accordance with established policies, procedures, and guidelines.

  • Knowledge of contract administration.

  • Skill in applying state and local procurement laws, regulations, and practices.

  • Skill in providing and promoting good customer service to internal and external customers.

  • Skill in resolving contract performance issues and disputes.

  • Skill in the use of computers and software applications.


Additional Considerations:


  • A combination of training, experience, or education in Procurement or related field desired.

  • Ability to manage goods and services procurements in a large, multi-dimensional/diverse business environment.

  • Possession of Virginia Contracting Officer (VCO) certification.
