Qualifications

• Bachelor's degree in business administration, public administration, supply chain management, procurement, finance, accounting, or a related field.
• Five years of progressively responsible experience in public procurement, contract development, and contract administration in a complex, high-volume environment.
• Procurement certification from the State of Oregon or a nationally recognized certification (CPPO/CPPB) preferred or the ability to obtain one within two years of hire.

Responsibilities

• Provide strategic leadership for the district's procurement, contracting, and purchasing functions to ensure responsible stewardship of public resources.
• Develop procurement strategies, oversee competitive solicitation and contract administration, and establish purchasing policies and procedures.
• Lead continuous improvement efforts to promote operational excellence, transparency, fiscal responsibility, and equitable access to contracting opportunities.
