Job summary

Tuvli, an Akima company, is hiring for a Management and Program Analyst to support the DoS client located in Washington, DC.

The role analyzes legislation, drafts congressional materials, tracks reporting requirements, coordinates with State/USAID, and helps manage funding and policy communications for a global crisis context. Requires a degree and active clearance; on-site in DC with a focus on multi-agency coordination.

Qualifications

• Bachelor's degree required; master's preferred in related fields.
• Experience working with DoS, USAID, or Congress is encouraged.
• Ability to solve problems and maintain strong performance.
• English written and spoken communications skills.
• Ability to manage multiple tasks across locations and deadlines.
• Active Secret Clearance.

Responsibilities

• Analyzes and reviews relevant legislation to assess crisis impact globally.
• drafts Congressional Reports, RFIs, Q&As, and Talking Points for engagements.
• Tracks congressional reporting requirements with State and USAID for compliance.
• Tracks press inquiries, collates responses, and liaises with bureaus for clearance.
• Drafts funding approval and reprogramming memo packages.
• Monitors funding flows and reports on obligations and expenditures.
• Prepares reports on outcomes from appropriated funds and coordinates interagency data.
• Reviews Operational Plans and Funding Memos to inform strategy.
• Harmonizes foreign assistance data to present a consistent narrative.
• Supports senior leaders with impactful messaging and coordination with other agencies.
