Job summary

The City of Goodyear seeks a Planning Manager to lead the Planning and Zoning Division, guiding short- and long-range planning in alignment with the General Plan. The role focuses on policy development, staff coordination, and performance management to deliver efficient, high-quality planning outcomes.

Ideal candidates hold a bachelor's in planning with at least five years of municipal planning experience, plus strong leadership and communication skills; AICP certification is preferred.

Qualifications

• Bachelor's degree in Planning or closely related field.
• Minimum five years of experience in municipal planning or equivalent.
• Valid driver’s license; AICP certification preferred.

Responsibilities

• Lead division operations to ensure timely, accurate case review and alignment with General Plan.
• Provide policy guidance and interpret planning codes for defensible decisions.
• Coordinate with departments, agencies, and stakeholders and manage consultant efforts.
• Prepare staff reports and present to leadership, commissions, and Council.
• Mentor staff, monitor performance, and drive continuous improvement.
