Job summary

City of Macomb, Illinois, is seeking a Full-Time Planning and Development Specialist in its Community Development department to advance the city’s growth and vision. The specialist will review development proposals, prepare staff reports, and help implement the comprehensive and strategic plans.

The role requires a degree in urban planning or related field, 2–5 years of municipal planning experience, and knowledge of zoning regulations. Residency in McDonough County is required.

Qualifications

• Bachelor’s degree in urban planning or related field, or equivalent education/experience.
• 2–5 years municipal planning or related experience preferred.
• AICP certification preferred or ability to obtain.
• Valid Illinois driver’s license.
• Strong knowledge of zoning, land use, and development regulations.
• Residency in McDonough County required.

Responsibilities

• Review and evaluate development applications including site plans, subdivisions, zoning requests, annexations, and planned developments.
• Prepare planning studies, staff reports, and recommendations for City boards and commissions.
• Assist with implementation of the City’s Comprehensive Plan, Strategic Plan, and economic development initiatives.
• Coordinate with developers, engineers, architects, property owners, and other stakeholders throughout the development process.
• Support Tax Increment Financing (TIF), Business Development District (BDD), redevelopment, and community development incentive programs.
• Provide professional assistance to residents and businesses regarding zoning, planning, and development procedures.
