Job summary

USCENTCOM in Tampa, FL is seeking a Strategic Planner to perform joint, interagency, and multinational strategy and operational planning in support of CENTCOM priorities.

The role requires 3+ years of planning experience, knowledge of Joint Publication 5-0, and the ability to coordinate with multiple agencies and partners. Normal duties include developing campaigns, orders, and assessments, with access to secure data and a range of planning tools.

Qualifications

  • At least 3 years of planning experience with knowledge of Joint Publication 5-0.
  • Experience at a Geographic or Functional Combatant Command HQ.
  • Proficiency developing joint, interagency, and multinational activities.
  • Experience researching and analyzing kinetic and non-kinetic options against adversaries.
  • CAC eligibility and IA training and USCENTCOM Staff Officer Orientation before network access.

Responsibilities

  • Perform all phases of JOPP and develop plans and orders from approved courses of action.
  • Transition planning products to execution organizations and communicate key decisions.
  • Provide analysis and recommendations for high-priority planning efforts.
  • Coordinate with USCENTCOM components, other Commands, Joint Staff, and government partners.
  • Support JPTs and working groups using C2IE, MAVEN, and related systems.
  • Develop analyses, estimates, and draft products for operations planning.
  • Recommend joint planning improvements and doctrine adjustments.
  • Coordinate FOIA requests and MDRs for designated files.
  • Safeguard and manage classified and unclassified information and records.

Full Time Professional FL-CENTCOM SPPS, Tampa, FL, US

CLIN: Strategy, Plans, Exercises, & Policy Support Services

Background: This contract supports U.S. Central Command's theater-level planning mission by providing experienced professionals who develop strategies, campaign plans, operational orders, assessments, and coordination products that integrate military, interagency, allied, and partner-nation activities throughout the USCENTCOM area of responsibility.

Position Summary:Performs joint, interagency, and multinational strategy and operational planning in support of USCENTCOM priorities, plans, orders, and assessments.

Primary Responsibilities
  • Perform all phases of JOPP and develop plans and orders from approved courses of action and command guidance.
  • Transition planning products to execution organizations and communicate key decisions and rationale.
  • Provide analysis and recommendations for high-priority joint, interagency, and multinational planning efforts.
  • Coordinate implementation and planning with USCENTCOM components, other Combatant Commands, Joint Staff, OSD, federal agencies, allies, coalition members, and partners.
  • Support JPTs and working groups, including use or learning of C2IE, MAVEN, and other systems used to capture, display, and manipulate data.
  • Develop analyses, estimates, recommendations, briefings, plans, orders, and draft products.
  • Provide technical recommendations on joint planning, execution systems, exercises, training, and doctrine.
  • Coordinate FOIA requests and MDRs for designated CCJ5 files.
  • Safeguard classified and unclassified Government information, property, controlled forms, facilities, equipment, and materials.
  • Maintain Government records separately from company records and comply with applicable federal records, FOIA, Privacy Act, DoD, and USCENTCOM requirements.
  • Perform work to the PWS quality standards and correct identified product deficiencies within applicable performance thresholds.
  • Support required contract deliverables and provide products to the designated government task lead, COR, or alternate COR through approved USCENTCOM channels.
Minimum Qualifications
  • At least 3 years of planning experience with comprehensive knowledge of Joint Publication 5-0.
  • Experience in a military or civilian capacity at a Geographic or Functional Combatant Command headquarters.
  • Proficiency developing joint, interagency, and multinational activities within identified ways, means, and ends.
  • Experience researching and providing qualitative analysis of kinetic, non-kinetic, lethal, and non-lethal options against state and non-state adversaries.
  • Ability to read, write, and speak English fluently.
  • Skills, knowledge, training, current certifications, and licenses necessary to perform the assigned PWS services.
  • Common Access Card eligibility and completion of required Information Assurance training and the USCENTCOM Staff Officer Orientation Course before network access.
Preferred Qualifications
  • Graduate of JAWS, SAMS, SAASS, SAW, MAWS, or equivalent Senior Service College.
  • Experience with command-and-control information systems.
Security, Work Location, Schedule, and Travel
  • Minimum TS/SCI clearance must be possessed and maintained unless the applicable CLIN description expressly provides an exception. Applicable positions may be subject to a counterintelligence polygraph.
  • Primary place of performance is generally USCENTCOM Headquarters, Tampa, Florida, unless supporting an authorized contingency or continuity requirement. Approved remote work may include classified or unclassified work under current USCENTCOM policy.
  • Normal operations mirror USCENTCOM military and civilian schedules. The basic workday is eight hours between 0730 and 1630, with core hours from 0900 to 1500, Monday through Friday except federal holidays or facility closures.
  • Must be prepared and eligible for CONUS and OCONUS travel and able to obtain an official passport when required.
