Job summary

USSOUTHCOM invites applications for a Strategic Planner position within the Strategy, Policy, and Plans Directorate in Miami, FL. The incumbent will contribute to the formulation of national policy and the integration of strategic planning across divisions.

The role requires advanced education in related fields and a proven ability to synthesize complex information to drive policy and operational outcomes.

Qualifications

  • Master's degree or equivalent graduate degree in a field demonstrating knowledge relevant to strategic planning.
  • Ph.D or equivalent doctoral degree or 3 years of progressively higher level graduate education in a relevant field.
  • Combination of education and experience may be used to qualify (percentage approach)

Responsibilities

  • Provide personnel with analyses regarding the formulation of national policy for situational awareness.
  • Assess strategic plans to improve accuracy in guidance and planning.
  • Develop and administer coordinated criteria to measure program and mission effectiveness.

The incumbent will serve as a Strategic Planner at USSOUTHCOM-Strategy, Policy, and Plans Directorate-Strategy and Strategic Planning Division in Miami, FL.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify at the GS-09 level:

Specialized Experience:
  1. 1). Provide personnel with analyses regarding the formulation of national policy to ensure guidance is distributed among personnel for situational awareness;
  2. 2). Assess strategic plans to improve accuracy;
  3. 3). Provide recommendations to solve operational, strategic planning issues.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or International Relations.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

To qualify at the GS-11 level:

Specialized Experience:
  1. 1). Conduct research and incorporate knowledge to organize and design solutions to strategic planning problems;
  2. 2). Administer application and synchronization of national strategic planning guidance for the organization;
  3. 3). Develop new criteria to identify and measure program and mission effectiveness.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or International Relations.
