Job summary

Midland County is seeking a Strategic Partnerships Coordinator to serve as a liaison for the commissioners with external governmental agencies, legislative bodies, and strategic partners. You will track legislation, manage external relations, support funding initiatives, and advance policy goals aligned with County priorities.

Qualifications

  • Bachelor’s degree in Public Administration, Political Science, Communications or related field.
  • Strong understanding of legislative processes and governmental structures at local, state, and federal level.
  • Proven ability to build effective relationships with a wide range of stakeholders.
  • Excellent written and verbal communication skills, including drafting clear policy materials.
  • Proficiency in Microsoft Office Suite; familiarity with tracking tools preferred.
  • Ability to manage multiple priorities and adapt to evolving policy environments.
  • Grant writing or funding initiative experience preferred.

Responsibilities

  • Monitor, analyze, and summarize legislation at local, state, and federal levels affecting County operations.
  • Coordinate communications and foster relationships with elected officials, agencies, and policy stakeholders.
  • Serve as a point of contact for interagency collaborations and strategic partnerships.
  • Support efforts to secure grants, appropriations, or legislative funding.
  • Develop policy briefings, talking points, and intergovernmental reports.
  • Organize meetings, conferences, and events related to public policy or external relations.
  • Work with County leadership to align external outreach with internal priorities.
  • Represent the County in external coalitions and advocacy networks as needed.

Job description

Strategic Partnerships Coordinator serves as a liaison for the commissioners to external governmental agencies, legislative bodies, and strategic partners. This position is responsible for tracking legislation, managing external relations, supporting funding initiatives, and advancing policy goals in alignment with County priorities.The following duties are representative of the role and may evolve based on organizational needs:
  • Monitor, analyze, and summarize local, state, and federal legislation impacting County operations or strategic initiatives.
  • Coordinate communications and foster relationships with elected officials, legislative staff, regulatory agencies, and strategic policy stakeholders.
  • Serve as a point of contact for interagency collaborations and strategic partnerships.
  • Support the County's efforts to secure grants, appropriations, or legislative funding.
  • Assist in the development of policy briefings, talking points, position papers, and intergovernmental reports.
  • Organize and participate in meetings, conferences, and events related to public policy, legislative affairs, or external relations.
  • Work closely with County leadership and departments to align external outreach with internal priorities.
  • Represent the County in external stakeholder coalitions or advocacy networks, as needed.

NoneMINIMUM QUALIFICATIONS
  • Bachelor’s degree in Public Administration, Political Science, Communications, or a related field. Relevant work experience in government relations, policy analysis, public administration, or intergovernmental coordination may be considered in lieu of a degree
  • Strong understanding of legislative processes and governmental structures at the local, state, and federal level.
  • Proven ability to build effective relationships with a wide range of stakeholders.
  • Excellent written and verbal communication skills, including the ability to draft clear and persuasive reports, summaries, and policy materials.
  • Proficiency in Microsoft Office Suite.
  • Proficiency in legislative tracking tools preferred.
  • Ability to manage multiple priorities and adapt to evolving policy environments.
  • Grant writing or funding initiative experience preferred.
  • Knowledge of legislative and regulatory processes at the local, state, and federal levels.
KNOWLEDGE/SKILL/ABILITY TO
  • Strong understanding of government funding mechanisms, grants, and appropriations.
  • Excellent written and verbal communication skills, including the ability to draft clear and persuasive reports, summaries, and policy materials.
  • Ability to establish and maintain effective working relationships with public officials, agencies, community stakeholders, and internal staff.
  • Strong organizational skills with the ability to manage multiple projects, deadlines, and changing priorities.
  • Ability to analyze complex legislation and policy proposals and communicate their potential impacts effectively.
  • Skill in building strategic partnerships and coalitions to advance shared goals.
  • Proficiency in Microsoft Office Suite and the ability to use legislative tracking and research tools.
  • Ability to represent the County in a professional and diplomatic manner.
