Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Program Budget and Financial Analyst to support AF/A10 nuclear and NC3 portfolios across the PPBE cycle. The role connects strategic guidance with budget data, drafting materials for reviews and senior discussions.

You will analyze commitments and expenditures, prepare reports, and communicate findings to stakeholders. A TS/SCI clearance is required; DoD PPBE experience is preferred.

Qualifications

• Bachelor's degree in finance, accounting, economics, business, or a related discipline.
• 4+ years of experience in program/budget analysis or financial management for DoD or government programs.
• Strong skills with spreadsheets and financial analysis tools; ability to explain financial data to non-financial audiences.
• Active TS/SCI clearance.

Responsibilities

• Review planning guidance, program documents, and execution data to develop and justify financial plans for nuclear and NC3 program elements.
• Assist Program Element Monitors and Resource Advisors with analysis of commitments, obligations, and expenditures; draft financial materials for budget reviews.
• Produce recurring and ad hoc execution reports; identify variances and risks; recommend corrective actions.
