Job summary

The Washington Utilities and Transportation Commission (UTC) seeks a Deputy Director of Legislative Affairs to lead external policy strategy, advise on feasibility, and translate policy into legislative objectives. Reporting to the Policy and Legislative Director, you will steward relationships with the Legislature, Governor's Office, and stakeholders while guiding the agency's legislative process.

• Experience in legislative affairs and policy development.
• Strong relationships with legislators, agencies, and stakeholders.
• Knowledge of utility and transportation regulation and policy.
• Ability to translate policy strategy into legislative objectives and actions.

Responsibilities

• Lead development of the commission's legislative agenda and strategy.
• Advise leadership on legislative feasibility and risk; coordinate cross‑division input.
• Prepare written materials: testimony, analyses, briefings, and letters.
• Represent agency positions to legislators, Governor's Office, and external partners.
