Job summary

The Applied Research Laboratory at Penn State University seeks a Department Head for the Agile Systems Engineering Department (ASE) within MMSO. This on-site leadership role directs strategic direction, technical leadership, and operational oversight for a ~10-person team, focusing on tailored systems engineering, model-based engineering, architecture development, and rapid, systems integration.

Qualifications

• Lead and manage the Agile Systems Engineering Department, providing strategic direction, technical leadership, and operational oversight.
• Build and direct a multidisciplinary team applying systems engineering to programs, technologies and sponsors.
• Mentor engineers in applying systems engineering to complex problems across science to system acquisition.
• Support leadership in sponsor relationships to meet funding objectives and deliver high-quality results.
• Lead research projects, develop concepts, write proposals, staff projects, manage budgets, and deliver outcomes.
• Foster partnerships with Military Program Offices, defense contractors, and government labs.
• Lead training on systems engineering for ARL staff and external partners, promoting innovation and mission focus.

Responsibilities

• Lead individual research projects and portfolios including developing technical concepts, writing winning proposals, staffing projects, conducting the research, managing budgets, and delivering high-quality results
• Build strategic relationships with Defense Industrial Base stakeholders and government laboratories
• Collaborate across ARL and external stakeholders to apply appropriate systems engineering activities for large U.S. Military programs
• Foster a culture of innovation, technical excellence, and mission focus
