Job summary

Bowie State University is seeking an Assistant Director of Planning, Design & Construction to lead the Planning, Design and Construction Division within Facilities Management. You will oversee the campus CIP, manage complex multi-million-dollar projects, budgets, and schedules, and ensure safety, quality, and compliance with codes and standards.

Qualifications

• Bachelor's degree in Architecture, Civil, Electrical, Mechanical, Structural Engineering, Construction Management, Project Management, or related field; Master’s preferred.
• Minimum of ten years in planning, design, construction, or capital project management with supervisory experience.
• Experience managing large capital projects and multi-project portfolios.

Responsibilities

• Provide strategic leadership and oversight for the Planning, Design, and Construction Division.
• Develop goals, procedures, and performance standards aligned with campus master plans.
• Supervise and develop project managers and staff; mentor and evaluate performance.
• Plan and oversee the University CIP, including new construction, renovations, and infrastructure renewal.
• Direct multi-million-dollar capital projects from initiation to closeout; manage scopes, budgets, and schedules.
• Oversee procurement, contract negotiations, and contractor performance.
• Monitor construction progress, ensure safety, quality, and compliance with codes.
• Present updates to executive leadership; coordinate with regulators and stakeholders.
