Job summary

Bowie State University is seeking an Assistant Director of Planning Design & Construction to lead the Planning, Design, and Construction Division within Facilities Management. This role provides strategic leadership for the capital improvement program, overseeing planning, design, procurement, construction, renovation, and commissioning of campus facilities and infrastructure projects.

You will manage departmental operations, staff, budgets, and resources to ensure projects are delivered safely,

Qualifications

Bachelor's degree in Architecture, Civil Engineering, Electrical Engineering, Mechanical Engineering, Structural Engineering, Construction Management, Project Management, or closely related field; equivalents considered.
Master's degree in Engineering, Architecture, Construction Management, Business Administration, Public Administration preferred.
At least 10 years in planning, design, construction, or capital project management.
At least 5 years of supervisory/management experience leading professional staff.
Experience managing large capital construction projects over $10 million and multiple concurrent projects.

Responsibilities

Provide strategic leadership and oversight for the Planning, Design, and Construction Division.
Develop departmental goals, policies, procedures, and performance standards aligned with the facilities master plan.
Supervise and mentor project managers and staff to foster high performance.
Plan and oversee the University's Capital Improvement Program (CIP), including new construction and renovations.
Direct multiple complex capital projects from initiation through closeout.
Develop project scopes, budgets, schedules, and cost estimates; monitor financial performance.
Administer operating and capital budgets with responsible stewardship of resources.
Oversee consultant selection, contracts, procurement, and construction administration.
Monitor construction progress with site inspections to ensure quality, safety, and compliance.
Review design docs and change orders for constructability and cost effectiveness.
Identify project risks and implement proactive solution strategies.
Serve as liaison among leadership, faculty, consultants, contractors, and regulators.
Present project status and budgets to executive leadership.
Ensure compliance with building codes, OSHA, ADA, environmental regulations.
Promote sustainable design and energy-efficient construction.
