Job summary

Buncombe County Government invites applications for the Justice Programs Division Manager within Justice Services. The role provides strategic leadership and administrative oversight of the county’s alternative-to-incarceration programs, pre-trial diversion, specialized treatment courts, and reentry initiatives.

Responsibilities include building partnerships with the judiciary and law enforcement, guiding budgeting, and ensuring programs meet evidence-based standards.

Qualifications

  • Bachelor’s degree in Human Services, Public Administration, Criminal Justice, or related field.
  • Five (5) years of experience planning, developing, coordinating and managing justice or human service programs with data analysis, change management, program evaluation.
  • Two (2) years of supervisory experience.

Responsibilities

  • Provide strategic leadership and administrative oversight for the Justice Programs Division.
  • Cultivate high‑stakes partnerships with judiciary, law enforcement, and community providers.
  • Oversee division operations, budget, and strategic direction to align with departmental goals.
  • Establish KPIs and conduct regular performance audits and quality reviews.
  • Oversee recruitment, training, and supervision of a multidisciplinary team.
