Job summary

Koniag IT Systems, LLC is seeking an experienced Program Manager with a TS/SCI security clearance to lead IT support services for a Defense government client in Aberdeen, MD. You will drive strategic IT programs, budget management, and workforce allocation across multiple locations.

The role requires 11+ years in IT program leadership (or 9+ with a Master’s) and security+ plus a PMP/CAPM. The position supports a large user base and strict compliance with government standards.

Qualifications

• Bachelor's degree in a directly related IT field with 11+ years of experience, OR Master's degree in a directly related IT field with 9+ years of experience.
• 10+ years of experience leading teams of 50 – 100+ employees for enterprise-scale IT programs of a complex nature and financial scope.
• Experience reviewing and approving the work of project managers, IT specialists/engineers, support staff and contract administrative personnel.
• Experience working in DOW Computing Environments.
• Security+ certification (or equivalent DOW Directive 8570.1 IAT II).
• At least one certification in project management (PMP, CAPM, etc.).

Responsibilities

• Lead and manage a team of 50 - 100+ IT professionals providing support to approximately 3,300 users across multiple locations.
• Develop and implement strategic IT program plans that align with customer requirements and organizational objectives.
• Manage program budgets, resources, schedules, and performance metrics to ensure successful delivery of services.
• Coordinate with government stakeholders to identify requirements, establish priorities, and adjust workforce allocation as needed.
• Oversee the delivery of IT services, ensuring compliance with DOW standards, policies, and security requirements.
• Lead regular program reviews and status meetings with government counterparts.
• Manage fluctuating workloads and priorities by effectively increasing, decreasing, or relocating resources as required.
• Ensure proper documentation of all program activities, decisions, and deliverables.
• Identify and mitigate program risks while developing and implementing risk management strategies.
• Build and maintain strong relationships with government stakeholders and technical teams.
• Ensure compliance with all contract terms, conditions, and performance requirements.
