Job summary

Johnson Controls Federal Systems in York, PA seeks an HR Manager to support employees and leaders in a manufacturing, union environment. The role blends strategic partnerships with hands-on HR ops including employee and labor relations, recruiting, onboarding, performance and development, HRIS/data analytics, and project work.

The position reports to leadership, partners with cross-functional teams, and focuses on compliant, data-driven decision-making for defense programs globally.

Qualifications

• Bachelor’s degree in HR, business or related field.
• 7+ years HR experience; 10+ preferred.
• Manufacturing environment with union experience.
• Strong knowledge of U.S. employment/labor laws and union relations.
• Experience in recruiting, onboarding, performance and development.

Responsibilities

• Serve as strategic HR partner to leaders and employees.
• Support HR operations across geographies while respecting local requirements.
• Lead talent engagement, onboarding, career growth and recognition.
• Drive recruiting and onboarding for defense programs.
• Forecast staffing needs using HR data and analytics.
• Manage employee relations investigations and coaching for managers.
• Interface with the union to maintain contract-compliant practices.
• Maintain HRIS records and streamline HR processes.
• Ensure compliance with federal/state/local labor laws, including CBA, SCA, DBA.
• Lead HR projects and change management efforts.
• Deliver training to managers and staff.
