Job summary

State of Hawaiʻi’s Department of Health is recruiting for Program Specialist III–VI on Oʻahu under the HIRE Pilot Project. The role supports higher-level specialists by performing limited-scope studies and analyses, contributing to program evaluation and quality assurance activities.

Responsibilities include advising staff, assisting with budgets and contracts, and developing policy-related guidance. Positions span Level III to VI, with increasing complexity and potential supervisory duties.

Qualifications

• Graduation from an accredited four-year college or university with a bachelor’s degree.
• 1.5 years of progressively responsible professional work experience which required a high degree of analytical skill.
• Level IV requires one year of progressively responsible professional experience in monitoring, evaluating, or conducting studies and analyses of programs or projects to make recommendations for the development or revision of standards, policies, procedures, or techniques; gathering and analyzing data to determine conformance with standards and requirements and recommending improvements or developing training materials; and giving technical advice and direction pertaining to program standards, requirements, or techniques.
• Level V requires two years of progressively responsible professional experience in one or a combination of the listed areas.
• Level VI requires two years of progressively responsible professional experience plus supervisory aptitude or experience.

Responsibilities

• Assist a higher-level specialist by performing assignments of limited scope and complexity, including studies and analyses of projects or segments of larger studies.
• Participate in monitoring or review of program operations for evaluation or quality assurance activities.
• Explain State and federal laws, agency rules and regulations to staff and provide advisory services on new or revised techniques and procedures.
• Assist with budget formulation, grants or contracts management, staff development, and development of legislation as part of program support.
