Job summary

Ocean Bay, LLC, a subsidiary of Three Saints Bay, LLC, seeks a Program Manager in Crane, IN to lead day-to-day contract operations for a federal program. The role oversees staff, staffing allocations, and compliance with contract requirements while coordinating with the COR and client leadership.

Requirements include an active SECRET clearance or reinstatement eligibility, a Bachelor's degree, and at least five years of federal contract program management experience.

Qualifications

• Active SECRET clearance or eligible for reinstatement.
• Bachelor’s Degree.
• Five (5) years of Program Management experience with Federal contracts.
• Technically qualified in contract management and ensure tasks meet contract requirements.
• Strong planning, supervisory, leadership, financial, and operational skills.
• Program or project support experience for a Federal Agency.
• Strong verbal and written communications with all levels of management.

Responsibilities

• Day-to-day administrative direction of all Contractor employees.
• Assign staff to appropriate shifts or tasks.
• Monitor workload per labor category to ensure contract compliance.
• Establish or improve procedures to meet specified requirements.
• Coordinate project activities with the client and ensure resource adequacy.
• Provide COR with status reports and propose improvements.
• Ensure contractor employees are qualified and perform work timely.
• Handle disciplinary matters and sign papers on behalf of Ocean Bay.
• Ensure staff reviews, data analysis, and record maintenance are performed.
• Conduct staff meetings on performance, policy changes, and attendance.
• Assist in planning and development of policies for efficient management.
• Review and disseminate status reports and monitor contract operations.
• Maintain time and attendance records for proper payment.
